The Borough of Lavallette has determined that the public
interest and safety will be served by the establishment of a marine patrol
of tidal waters adjacent to the Borough of Lavallette, for the purpose of
enforcing New Jersey statutes and regulations governing boating.

N.J.S.A. 12:7-79 provides for joint enforcement by the
Department of Law and Public Safety, and by municipalities, of all New Jersey
statutes and regulations governing the operation and equipment of vessels.
