GENERAL REFERENCES
Vehicles and traffic — See Ch. 206.
For purposes of this chapter, the public parking areas described below shall be designated by number in the manner set forth:
A. 
Lot No. 1: the parking area located westerly of the Phoenix House and easterly of the Bowers Building.
B. 
Lot No. 2: the parking area located to the rear (southerly) of the Bowers Building.
C. 
Lot No. 3: the parking area located northerly and easterly of the Hilltop School.
D. 
Lot No. 4: the parking area surrounding the Borough Firehouse.
E. 
Lot No. 5: the parking area adjacent to the Borough Police Station.
F. 
Lot No. 6: the parking area located to the rear (northerly) of the building situate on Lot 3 in Block 3A, known as "6 East Main Street."
G. 
Lot No. 7: the existing parking area in the northerly section of the Ward Sands Parking Lot and designated as Block 0601, Lot 16.
H. 
Lot No. 8: the existing parking area at and near the West Field soccer complex.

Parking of vehicles by the general public in Lot Nos. 1, 2, 3, 4, 5, 6, 7 and 8 as described in § 140-1 of this chapter shall be permitted only in spaces designated by lines painted on the pavement in each lot. No parking shall be permitted at any time in any of the entrance and exit driveways to and from any of the lots. Parking in any lot shall be further subject to and in accordance with the regulations and limitations hereinafter set forth as to each lot:
A. 
Lot No. 1.
(1) 
No vehicle shall be parked in this parking lot between the hours of 2:00 a.m. and 6:00 a.m.
(2) 
During the hours between 8:00 a.m. and 9:00 p.m., no vehicle shall be parked for more than three continuous hours.
(3) 
During the hours from 8:00 a.m. through 8:00 p.m., Monday through Thursday, and Friday from 8:00 a.m. through 5:00 p.m., no vehicle, except those of elected or appointed Borough officials or employees, shall be parked in any of the nine spaces which shall be clearly marked "Reserved for Borough Personnel, 8:00 a.m. through 8:00 p.m. except weekends and holidays."
(4) 
During the hours from 9:00 a.m. to 5:00 p.m., no vehicle, except those of persons actually conducting business at either the Phoenix House or Bowers Building, shall be parked in any of the six parking spaces which shall be dclearly marked "Reserved for Borough Business Only, 9:00 a.m. to 5:00 p.m."
(5) 
The parking space closest to the northeasterly corner of the Bowers Building shall be used only by persons having special vehicle identification cards duly issued by the New Jersey Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 when using a vehicle on which is displayed a certificate duly issued pursuant to N.J.S.A. 39:4-206.
B. 
Lot No. 2.
(1) 
No vehicle shall be parked in this parking lot between the hours of 2:00 a.m. and 6:00 a.m.
(2) 
During the hours between 8:00 a.m. and 9:00 p.m., no vehicle shall be parked for more than three continuous hours.
(3) 
During the hours from 8:00 a.m. through 8:00 p.m., Monday through Friday, no vehicle, except those of elected or appointed Borough officials or employees, shall be parked in any of the six southernmost spaces, which spaces shall be clearly marked "Reserved for Borough Personnel."
(4) 
The driveways connecting this parking lot to West Main Street shall be limited to one-way traffic; the westernmost driveway shall be used to enter the lot, and the easternmost driveway shall be used to exit the lot.
C. 
Lot No. 3.
(1) 
No vehicle shall be parked for more than 24 continuous hours.
(2) 
The driveway from Hilltop Road shall be limited to one-way traffic, in an easterly direction only, to the most easterly part of the school lot.
(3) 
The parking spaces closest to the northwesterly corner of the Hilltop School shall be used only by persons having special vehicle identification cards duly issued by the New Jersey Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 when using a vehicle on which is displayed a certificate duly issued pursuant to N.J.S.A. 39:4-206.
D. 
Lot No. 4.

(1) 
The driveway connecting this parking lot to East Main Street shall be limited to one-way traffic; the easternmost lane shall be used to enter the lot, and the westernmost lane shall be used to exit the lot.
(2) 
The five spaces on the easternmost side of the lot, the 14 spaces along the southernmost side of the lot and the six spaces on the southwesterly corner of the firehouse, excluding the two spots as specifically identified in Subsection D(4) below, as designated by the proper signage, shall only be permitted for Fire and First Aid use.
(3) 
The 11 spaces along the westerly portion of the lot, as designated by the proper signage, shall be designated as public parking, and each space shall have a four-hour time limit with no parking in each space from 2:00 a.m. to 6:00 a.m.
(4) 
The two parking spaces closest to the southwesterly corner of the firehouse shall be used only by persons having special vehicle identification cards duly issued by the New Jersey Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205, when using a vehicle on which is displayed a certificate duly issued pursuant to N.J.S.A. 39:4-206.
E. 
Lot No. 5.
(1) 
No vehicle shall be parked for more than 24 continuous hours. Any violators of this section shall be towed.
(2) 
The two parking spaces closest to the northeasterly corner of the parking lot shall be used only by persons having special vehicle identification cards duly issued by the New Jersey Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205, when using a vehicle on which is displayed a certificate duly issued pursuant to N.J.S.A. 39:4-206.
(3) 
The five spaces closest to the northwesterly corner of the police station shall be used for Police Department vehicles only.
F. 
Lot No. 6.
(1) 
The 10 parking spaces along the southerly edge of the lot are restricted for residential use with valid permits.
(2) 
No vehicle shall be parked in the designated spaces, located in the central portion and the easterly and westerly edges of the lot, between the hours of 2:00 am. and 6:00 a.m.
G. 
Lot No. 7.
(1) 
No vehicle shall be parked in the designated spaces in this lot from dusk until dawn.
H. 
Lot No. 8.

(1) 
No vehicle shall be parked in this parking lot from dusk until dawn.
(2) 
The use of the parking lot shall be limited to those individuals utilizing the open space, municipal park or recreation areas of West Field, including the use of its athletic fields for organized and unorganized outdoor sports other than swimming. All other uses of the parking lot shall be prohibited.
Violation of any of the provisions of this chapter shall be punishable by a fine not exceeding $1,000, imprisonment for a term not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof, unless a different penalty is fixed by New Jersey statute. In addition, any unoccupied vehicle parked or standing in violation of this chapter shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle, pursuant to Chapter 206, Vehicles and Traffic, § 206-64D.
