There is hereby created in the Township of Middle the position of Hearing Officer.
The Hearing Officer shall function as the trier of fact in such internal disciplinary proceedings as he may from time to time be assigned by the Township Committee. The Hearing Officer shall conduct hearings, take testimony, review evidence and render findings of fact. Additionally, when so empowered by the Township Committee, the Hearing Officer shall render a judgment binding on all parties.
The Hearing Officer shall serve such term or terms as may be designated by the Township Committee and shall receive such compensation as shall from time to time be determined by the Township Committee.
The Hearing Officer shall function within the parameters of administrative due process. He shall adjudicate matters in a fair and equitable fashion and shall insulate himself from any influence outside the parameters of the evidentiary hearing in question.
