[HISTORY: Adopted by the Township Committee of the Township of Middle 2-7-2000 as Ord. No. 1049-2000. Amendments noted where applicable.]
There shall hereafter be established and created a Township of Middle Senior Citizens Advisory Council comprised of nine members, all of whom shall be residents of the Township of Middle and at least 50 years of age. The Township Committee shall appoint a Chairperson for the term of three years. Three members shall be appointed for a term of three years. Three members shall be appointed for a term of two years. The remaining two members shall be appointed for a term of one year. The Township Committee shall also appoint a liaison to consult and address any disability issues for a term of one year. Any vacancy shall be filled for the unexpired term. The term shall begin on January 1. Any person appointed shall continue to hold office for their respective term or until a successor is appointed. Members of the Council shall not be compensated for their services.
A. 
The Senior Citizens Advisory Council shall meet at least quarterly or on such other more frequent meeting dates as the agenda established by the Council shall provide.

The initial meeting shall convene within 30 days from the date this chapter goes into effect. The Chairperson shall preside at all meetings and perform the duties of presiding officer. Five members present in person shall constitute a majority and a quorum for the purpose of conducting business, but any lesser number may meet and adjourn.
The Council shall name and select a Secretary who may be a member to keep minutes and records of all meetings and such other officers, including a Vice Chairperson, as the Council may designate from its members. In the absence of the Chairperson, the powers and duties of the Chairperson shall be performed and exercised by the Vice Chairperson.
The Council shall have the power and duty to devise and oversee a program for senior citizens of the Township of Middle and in connection therewith, report to Township Committee from time to time and make recommendations and suggestions to Township Committee as to programs, activities and rules for the use of the Senior Citizen Center at 23 Romney Place, Cape May Court House, New Jersey. The Council shall advise Township Committee as to all matters for the better management and operation of the program and Senior Citizens Center.
The rules for use of the Senior Citizen Center shall be those rules for the use of municipal facilities as are currently in effect and as may be established or amended by Township Committee from time to time by resolution or ordinance. All requests and approvals for use of the Senior Citizen Center shall be in writing to the Township Business Administrator or designee of Township Committee.
