The Township of Middle hereby establishes a Department of Sewage and Water within its administrative structure.
A. 
The Department of Sewage shall oversee the construction and operation of sewage facilities within such sections of the Township of Middle as may from time to time be designated by the governing body or pursuant to N.J.S.A. 40:63-1 et seq.
B. 
The Department of Water shall oversee the construction and operation of facilities for the providing of water to various sections of the Township of Middle as may from time to time be designated by the Township Committee.
A. 
The Department of Sewage shall have all powers and duties afforded such an entity pursuant to the provisions of N.J.S.A. 40:63-1 et seq.
B. 
The Department of Water shall have all powers and duties afforded such an entity pursuant to the provisions of N.J.S.A. 40:62-47 et seq.[1]

The Department of Sewage and Water shall be run by a department head, who shall be answerable directly to the Township Committee.
The Department of Sewage and Water shall function as a self-liquidating utility pursuant to the provisions of N.J.S.A. 40A:2-45 et seq.
