There are hereby established in the Township of Middle parking spaces in front of residences, schools, hospitals and/or other public buildings for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205. Those parking spaces are set forth in Schedule XXI (§ 236-49A) annexed hereto.
There is hereby established in the Township of Middle restricted parking zones in front of residences occupied by handicapped persons who are holders of current state drivers' licenses issued by this state and holders of placards or wheelchair symbol license plates issued pursuant to N.J.S.A. 39:4-204 et seq. Said restricted parking zones are set forth in Schedule XXI (§ 236-49B) annexed hereto.
No restricted parking zone shall be established pursuant to § 236-28.2 of this chapter unless the Township of Middle has issued a permit therefor which identifies a specific motor vehicle and the location wherein it is to be parked. Such permits shall only be issued to persons who can prove ownership and operation of the motor vehicle and residency at the location specified thereon. The permit shall be five and one-half by eight (5 1/2 x 8) inches in size, shall bear an appropriate certification of authenticity from the Middle Township Police Department and shall be displayed prominently within the vehicle when it is parked so as to be seen from the middle of the street. Only a motor vehicle for which such a valid permit has been issued and which has such permit properly displayed shall be permitted to be parked in the restricted parking zone indicated on such permit.
The recipient of any permit issued pursuant to § 236-28.3 above shall pay a fee of $40 to the Township of Middle.
On December 1 of each year, the recipient of any permit authorized pursuant to § 236-28.3 above shall annually advise the Township Police Department, in writing, of his/her continued habitation at the subject premises and his/her continued need for the handicapped parking zone. Subject to investigation by the Township Police Department, the Township Committee may revoke the handicapped parking zone of any person who shall fail to provide the requisite notification.
Additions and deletions to Schedule XXI (§ 236-49A and B) shall be effectuated by the passage of a resolution by the Township Committee.
