The Village of Ridgewood desires to participate in the area of operations of the Housing Authority of Bergen County throughout its territorial boundary and the jurisdiction of its governing body for the purpose of providing senior citizen housing and does hereby consent to its inclusion in the area of operation of said Housing Authority.
The authority hereby granted shall be limited to implementation of the leased housing program of Section 23 of the United States Housing Act of 1937 as amended [42 U.S.C. § 1421(b)], and modified as follows:
A. 
No lease shall be negotiated and/or renewed for a period in excess of three years; and
B. 
In addition to the eligibility requirements otherwise established by law, no person shall be deemed a qualified senior citizen eligible to become a tenant pursuant to said leased housing program unless a resident of the Village of Ridgewood for 10 consecutive years immediately preceding the execution of a lease agreement with the Bergen County Housing Authority and whose total assets, jointly with spouse or otherwise, do not exceed $15,000.
Any housing hereinafter utilized for the purposes authorized by this chapter shall comply in all respects with the zoning ordinances, building and sanitary codes[1] and all other applicable ordinances of the Village of Ridgewood as amended from time to time; provided, however, that this section shall not be construed to prevent a proper application for a variance or variances or an appeal from any such ordinance or code.

The Village Clerk is hereby directed to forward a certified copy of this chapter, when it becomes effective, for filing to the Secretary, Bergen County Housing Authority.
