A Telecommunications and Cable Television Advisory
Committee is hereby established for the purpose of:
A.
Developing strategies for improving residential and
commercial access to high-speed internet and wireless telecommunications
services while recognizing real or perceived negative impacts of such
services on the citizens of the City of New Rochelle.
B.
Reviewing Article IXA, Telecommunication Facilities, of Chapter 331, Zoning, of the Code of the City of New Rochelle, and submitting recommendations necessary or appropriate to satisfy the goals set forth herein.
C.
Reviewing Chapter 292, Telecommunications Franchising and Licensing, of the City Code of New Rochelle, and submitting recommendations necessary or appropriate to satisfy the goals set forth herein.
D.
Reviewing franchise applications under Chapter 292, Telecommunications Franchising and Licensing, of the Code of the City of New Rochelle, and submitting recommendations to City Council with respect to the same.
E.
Evaluating and reporting to City Council on developments
in the telecommunications industry which may impact the community.
F.
Reviewing the City's existing telecommunications infrastructure
and considering issues relating to the goals set forth herein.
G.
Assisting and advising the City Council in developing
cable telecommunications policy.
A.
The Committee shall consist of seven members who shall
be appointed by the City Council for three-year terms each. The appointed
members shall possess knowledge and/or experience relating to the
field of telecommunications. The Committee shall include representatives
of the local residential and business communities.
B.
Notwithstanding the foregoing, all members of the
Telecommunications Advisory Committee and the Cable Television Committee
as of July 18, 2006 shall continue to serve as members of this Telecommunications
and Cable Television Advisory Committee until their current terms
expire.
C.
The City Manager shall appoint ex officio members
from the Department of Development and the Offices of the City Manager
and Corporation Counsel.
The members of the Committee shall serve without
compensation, and no expenditures or disbursements shall be incurred
except upon the prior approval of the City Council.
