A. 
The residents and other customers of the City of New Rochelle, Westchester County, New York, have shown an interest in making payments to the City for various services, fines, civil penalties, rent, rates, taxes, fees, charges, revenue, financial obligations or other amounts, including penalties, special assessments and interest, owed the City by means of credit cards.
B. 
"Credit card" means any credit card, credit plate, charge card, courtesy card, debit card, other identification card, or other value-transfer device as defined by the State Comptroller.
C. 
The City Council of the City of New Rochelle, Westchester County, New York, has determined that it is in the public interest to accept this method of payment.
D. 
New York General Municipal Law, Article 2, § 5, allows the governing board of any local government to authorize the use of credit cards for the aforementioned payments.
E. 
There are numerous vendors offering credit card processing services.
The Commissioner of Finance is hereby authorized to enter into agreements with one or more financing agencies or card issuers to provide for the acceptance of credit cards as means of payment of fines, civil penalties, rent, rates, taxes, fees, charges, revenue, financial obligations or other amounts, including penalties, special assessments and interest, owed to the City.
The Commissioner of Finance shall promulgate certain rules regulations and procedure for the use of such credit cards.
All department heads and their designees charged with the duty of collecting or receiving moneys on behalf of the local government shall be authorized to accept credit cards as a means of payment of fines, civil penalties, rent, rates, taxes, fees, charges, revenue, financial obligations or other amounts, including penalties, special assessments and interest, owed to the City, pursuant to such agreements entered into by the Commissioner of Finance, and such additional rules, regulations and procedures promulgated by the Commissioner of Finance.
