Notwithstanding anything to the contrary, the definition of "public place," as referred to in any and all chapters of the City Code, shall be as follows:
PUBLIC PLACE
A place to which the public or a substantial group of persons has access, and includes but is not limited to highways; transportation facilities; schools; places of amusements; parks; playgrounds; pedestrian walkways and parking lots of public housing; and hallways, lobbies and other portions of public housing, apartment houses and hotels not constituting rooms or apartments designed for actual residence.
