This chapter is regulatory of and applicable
to the use of all public parks in the Village, the waters of Skaneateles
Lake, and the public streets adjacent thereto, except as hereinafter
expressly excepted.
The following acts are hereby severally prohibited upon the premises designated in § 140-1:
A.Â
The sale, consumption or use of wine, beer or other
alcoholic or spirituous liquors.
B.Â
The sale of food, soft drinks, confectionery, gum
or other refreshments.
C.Â
The promotion of or participation in any musical,
theatrical or other entertainment, parade, procession, public gathering
or meeting of any kind.
D.Â
The solicitation of any gifts, subscriptions, alms
or donations.
E.Â
The promotion or making of any oration, harangue,
demonstration or address.
F.Â
The temporary or permanent discarding, leaving or
depositing of any goods, merchandise, straw, dirt, papers, bottles,
garbage, rubbish, refuse, advertising matter or devices or any other
article or thing whatsoever.
G.Â
The promotion of or participation in any game of chance
or any other game, whether athletic or otherwise.
H.Â
The unreasonable tampering with, upsetting, removal,
destruction, breaking, injuring, mutilating or defacing in any manner
whatsoever of any structure, monument, statue, flag pole, fountain,
wall, fence, railing, vehicle, sign, bench, tree, shrub, plant, flower
or other property or equipment used or located in said public parks
or for any activity permitted to be carried on by the Village as an
incident of any use thereof.

The use of air guns, firearms, fireworks, firecrackers,
torpedoes or explosives of any kind.
J.Â
Loud, boisterous, threatening or abusive, insulting
or indecent language or disorderly conduct or behavior or any act
tending to a breach of the public peace.
K.Â
Any conduct constituting indecent exposure of person.
L.Â
Urinating or depositing of human excrement or fecal
matter or waste.
M.Â
Partially or wholly dressing or undressing, whether
within a motor vehicle or otherwise.
N.Â
Loitering in or around said public parks attired in
bathing suits, trunks or costumes except as otherwise expressly permitted.
O.Â
Failing, neglecting or refusing to comply with any
reasonable order of a peace officer engaged in the discharge of his
duty in enforcing this chapter.
P.Â
Swimming, wading, bathing or diving in the waters of Skaneateles Lake, or in any fountain, pond or other location situated in any of the parks owned or leased by the Village of Skaneateles, or using the same as a means of ingress or egress for any such activities except as expressly permitted and limited by § 140-5 and by areas designated for public swimming, as set forth in §§ 140-5 and 140-6 herein, is prohibited.

The Village Board of Trustees shall have the power to expressly permit the temporary use of its parks for any or all of the purposes prohibited in Subsections A through E, G and I of § 140-2 hereof, provided that any such use shall be otherwise lawful, by any civic or community organization, for any public fair, function, celebration, commemoration, band concert or entertainment.
Nothing contained in this chapter shall prohibit
the reasonable and orderly use of the C. M. Austin Park, situated
in Block 4 of the Village, according to a map of survey made by R.
Griffin, Jr., in 1870, for picnicking, playing athletic games or contests
or other games, except games of chance, or for general, lawful, recreational
purposes and activities without the specific permission of the Village
Board of Trustees, which uses are hereby excepted from the restrictions
of this chapter.
Subject to the regulations and restrictions contained in § 140-6 of this chapter, public swimming and bathing are hereby permitted to persons wearing swimming or bathing attire in the waters of Skaneateles Lake adjacent to and between the prolongations southerly of the hereinafter-described east and west boundary lines of, and the public is permitted to use and occupy for such purposes, the following described park area: bounded on the north by West Genesee Street, on the south by Skaneateles Lake, on the east by the westerly boundary line of a driveway running from West Genesee Street to said lake, adjacent to and westerly of the premises now owned by the City of Syracuse at the outlet, on the west by a straight line, running from said West Genesee Street to Skaneateles Lake, parallel to and 333 feet from the last-mentioned easterly boundary line.
A.Â
Generally. No swimming or bathing and no persons wearing swimming or bathing attire shall be permitted within the area described in or pursuant to § 140-5 hereof except during such season, on such days, and at such times thereof as shall be determined by the Village Board of Trustees and only when at least one lifeguard shall be in attendance or on duty supervising such swimming and bathing activities.
B.Â
Use of seawall prohibited. Diving or jumping from
the seawall along the southerly boundary line of said area is prohibited.
C.Â
Obedience to lifeguard required. No person shall disobey
or disregard any reasonable order or request made by any lifeguard
in the pursuit of his duties in promoting and maintaining water and
waterfront safety precautions or preventing the occurrence of acts
and conduct which may be unsafe, dangerous or hazardous.
D.Â
Contaminating water prohibited. Contaminating said
waters with the use of any substance including soap is prohibited.
A violation of this chapter shall constitute
disorderly conduct and a person violating this chapter shall be and
hereby is declared a disorderly person subject to arrest, prosecution
and punishment by a civil penalty of not less than $100 nor more than
$250.
