Grantee shall consult Township regarding any and all programming and service related decisions. Grantee shall give at least 60 days' notice to subscribers as to any change in programming decisions or channel realignment.
Grantee shall install and thereafter maintain for the use by the Township an emergency alert system (EAS). This EAS shall be remotely activated by telephone and shall allow a representative of the Township to override (at minimum) the audio on all channels of the system in the event of a civil emergency or for reasonable tests. The Township will provide reasonable notice to grantee prior to any test use of the EAS.
A. 
The grantee shall allocate 5% of its channel capacity for access channels for use by the Township, or its designee, without charge, and at a minimum provide one activated channel each for noncommercial governmental access, noncommercial public access, and noncommercial educational access.
B. 
In the event the Township deems it necessary for additional educational, public access, and local government access channels to be added to the system, franchisee will do so at the time of the request of the Township free of charge.
C. 
The franchisee shall also provide all necessary equipment to enable all channels in system to have the capability of transmitting audio channels in stereo.
D. 
The franchisee shall also transmit as many FM signals and other stereo signals in the 88 to 108 megacycle band as possible, the number of which shall be determined by practical engineering considerations.
Grantee shall provide sufficient funds to the Township for the purchase of audio/video and telecommunications equipment. This equipment shall include but not limited to cameras, tripods, microphones, lights, recording decks, editing equipment, monitors, character generators, computer hardware and software, modems, etc.
A. 
The franchisee shall provide upstream channel capacity for live telecasts from:
(1) 
The East Whiteland Township Building.
(2) 
All fire stations located within East Whiteland Township.
(3) 
All accredited colleges and universities, public or licensed private or parochial schools (elementary, middle or secondary), or adult education center.
(4) 
All libraries in the Township.
B. 
The franchisee shall make available the devices necessary to accomplish upstream telecasts through any and all of the above listed facilities.
C. 
The franchisee shall make available free of charge the devices necessary to accomplish two-way communications from any facility located within the Township.
