Grantee and the Township shall conform to all state and federal laws and rules regarding cable television and its operation, as they become effective, unless otherwise stated. Grantee shall conform during the entire term of the franchise with all the Township ordinances, resolutions, rules and regulations heretofore and hereafter adopted.
If any term, condition, or provision of this chapter or the application thereof of any person or circumstances shall, to any extent, be held to be invalid or unenforceable, the remainder hereof and the application of such term, condition, or provisions to persons or circumstances other than those to whom it shall be held valid or unenforceable shall not be effected thereby, and this franchise and all of the terms, provisions, and conditions thereof shall, in all other aspects, continue to be effective and to be complied with. In the event that such law, rule, or regulation is subsequently repealed, rescinded, amended, or other change the provision which had been held invalid or modified is not longer in conflict with law, rules and regulations then in effect, said provision shall thereupon return to full force and effect and shall thereafter be binding on grantee and the Township.
From and after acceptance of the franchise, it shall be unlawful for any person to establish, operate, or carry on a business of distributing to any persons in the Township any television signal or radio signals by means of system unless the franchise therefore has first obtained pursuant to provisions of this chapter and unless the franchise is in full force and effect.
In the case of any emergency or disaster, grantee shall, upon request of the Township, make available systems and related facilities to the Township for emergency use during the emergency or disaster period.
The paragraph captions and headings of this chapter are for convenience and reference purposes only and shall not affect in any way the meaning and interpretation of this franchise.
When the performance or doing of any act, duty, matter, payment, or thing is required hereunder and a period of time or duration for the fulfillment of doing thereof is prescribed and is fixed herein, the time shall be computed as to exclude the first and include the last day of the prescribed or fixed period of duration time. When the last day of the period falls on a Saturday, Sunday, or a legal holiday, that day shall be omitted from the computation.
