Council of the Borough of Edgewood shall appoint annually and before the commencement of each fiscal year an Auditor who shall be a certified public accountant, a firm of certified public accountants, a competent independent public accountant, or a firm of independent public accountants to audit the accounts and other evidences of financial transactions of the Borough and Borough officers for the fiscal year then closing and to submit an audit report to Council.
The appointment of such auditor shall be by resolution, the compensation of such auditor to be fixed by Council at the instance of employment and paid out of the Borough funds.
The accountant or firm of accountants employed under the authority of this chapter shall have the powers and duties and be subject to the same penalties as auditors insofar as such power, duties and penalties are applicable to the functions which said accountant or firm of accountants is appointed to perform.
