For the purpose of this article, the following terms shall have the following meanings:
AT LARGE
Shall pertain to any dog, cat or other animal when it is off the property of its owner and not restrained by a competent person.
OWNER
Any person or group of owning, keeping or harboring a dog or dogs, cat or cats, or other animals.
PERSON
Any natural person, corporation, partnership or association.
RESTRAINT
Control of a dog, cat, or other animal by leash or chain.

The regulation of dogs running at large in the Borough of Edgewood is governed by the regulations of the Commonwealth of Pennsylvania and of Allegheny County, in accordance with the State Dog Law, 3 P.S. § 459-305.
It shall be unlawful for the owner of any cat or other animal to permit such cat or other animal to run or be at large, either upon the public streets or highways of the Borough of Edgewood, or upon the property of other than the owner of such cat or other animal without restraint.
It shall be unlawful for any person to keep any dog, or dogs, cats, or other animals which by frequent howling, baying, yelping and screeching shall disturb the peace of the neighborhood or constitute a health hazard to the citizens of the Borough of Edgewood.

Any person violating any of the provisions of this article shall, upon conviction in a summary proceeding before a District Justice, be sentenced to pay a fine of not more than $600, and costs of prosecution, and in default of the payment thereof, to undergo imprisonment not exceeding 30 days.
