The following authorities, boards and commissions are hereby created:
A. 
The Municipal Authority.
B. 
The Parking Authority.
C. 
The Park and Recreation Board.
D. 
The Civil Service Commission.
E. 
The Industrial Development Authority.
F. 
The Planning Commission.
G. 
The Zoning Hearing Board.
A. 
The appointment of members of all authorities, boards and commissions shall be as provided in the Code of Latrobe or by state statute where applicable.
B. 
A member of any authority, board or commission may be removed by Council for cause.
C. 
Terms.
(1) 
The Parking Authority, Industrial Development Authority and Zoning Hearing Board shall consist of five members with a term of membership of five years in duration or as otherwise provided in law, the Charter or ordinance. The Zoning Hearing Board may also consist of up to three alternate members appointed by Council at its discretion, each alternate having a term of three years as provided by law, in the Charter or ordinance.

(2) 
The Planning Commission shall consist of five members with terms of membership of four years.
(3) 
The Civil Service Commission shall consist of three members with terms of membership of six years.
(4) 
The Latrobe Municipal Authority will consist of seven members, five members of which shall be residents of the City of Latrobe; the two other members shall be one from the Township of Unity and one from the Township of Derry. The terms of membership upon the Latrobe Municipal Authority shall be five years.
(5) 
The Park and Recreation Board shall consist of seven members, one of whom shall be a recommended appointee by the Greater Latrobe School District and who shall be a member of the Board of Education; and one of whom shall be an appointee by City Council and who shall be a member of City Council. The terms of membership shall be five years.
D. 
The terms of no more than a simple majority of the membership shall expire during the same calendar year.
E. 
Any vacancy on any authority, board or commission shall be filled by Council for the remainder of the unexpired term. Such members shall be appointed within 60 days from the date the vacancy occurs, except as otherwise provided in any law governing a specific authority, board or commission in effect at the time of the happening of said vacancy.
F. 
The member of any authority, board or commission shall serve without compensation, except that members of the Municipal Authority and the Parking Authority shall receive compensation which may equal but not exceed that paid to Council members. Members may be reimbursed for any reasonable expenses incurred in the performance of their duties.
G. 
All members of authorities, boards and commissions shall be residents of the municipality, except as otherwise provided by law, the Charter or ordinance.
Each board, authority and commission shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, the conduct of meetings and public hearings with a periodic reporting to the residents of the municipality and the Council.
The Latrobe Municipal Authority shall be responsible for the acquiring, holding, constructing, improving, maintaining, operating, owning and leasing, either in the capacity of lessor or lessee, of waterworks, water supply works, water distribution systems and sanitary sewer collection and treatment systems in any or all of the following territories: namely, Latrobe, Derry Township, Unity Township and Ligonier Township, Westmoreland County, Pennsylvania, and in territory contiguous and adjacent thereto.
The Latrobe Parking Authority shall be responsible for the acquiring, holding, constructing, improving, maintaining, operating, owning and leasing, either in the capacity of lessor or lessee, of all off-street parking facilities in Latrobe. The city may, from time to time, acquire real property in its own name or on behalf of the Latrobe Parking Authority.

The City of Latrobe shall participate in the Latrobe/Unity Township/Youngstown Parks and Recreation Commission according to the provisions of Ordinance No. 2004-10 and the intergovernmental cooperation agreement adopted by said ordinance. The Commission shall be responsible for the coordination, administration, supervision, governance and operation of parks and recreational facilities and programs according to the provisions of the intergovernmental cooperation agreement and shall have such powers, duties and authorities as vested in the Commission pursuant to the intergovernmental cooperation agreement. The City of Latrobe, according to the provisions of the agreement, shall appoint three representatives to the Commission, each for a three-year term, said terms to be staggered. Council shall annually appoint a representative member to the Commission who shall be a resident of the City of Latrobe. It is hereby declared to be the policy of the Council that one of the appointed positions as a representative on the Commission shall be a member of Council in good standing and then serving.

The Civil Service Commission shall perform such functions and duties as may be set or directed by Council and all other functions and duties as may be required by law, ordinance, resolution or contract.
The Latrobe Industrial Authority shall perform all duties and may exercise all the powers conferred by the Pennsylvania Industrial Authority Law.[1]
