A. 
The salary of the Mayor of the City of Latrobe be and the same is hereby fixed at the sum of $2,400 per annum, payable as $200 per month.
B. 
The salary of the President of Council of the City of Latrobe be and the same is hereby fixed at the sum of $2,400 per annum, payable as $200 per month.

Each member of the Council shall receive compensation in the amount of $1,500 per annum, payable as $125 per month, except to the member of Council occupying the office of President of Council, who shall be paid at the rate set forth in § 21-1, with payment thereof to be made in accordance with the provisions of the state enabling statute applicable to the form of government for Latrobe at the time of enactment of this chapter.

The President of Council, not later than the next meeting after his election, shall appoint and announce the standing committees. The President shall name one person in each committee to be the Chairman.

The standing committees of Council shall be as follows:
A. 
Finance.
B. 
Public works.
C. 
Police.
D. 
Fire.
E. 
Code enforcement, planning and development and property.
F. 
Personnel.
Special committees may be appointed by the President of Council as occasion may require. In naming the members of standing and special committees, the President shall designate one person as Chairman. The President shall be an ex officio member of all standing and special committees.

Committees shall consider such matters as shall be referred to them and shall report to the Council as early as practicable. Committees may report to the Council on any matter or subject pertaining to their duties without the same having been specifically referred to them.

The President and, during his absence or incapacity, the Vice President shall preside over the meetings of the Council. He shall enforce the rules, preserve order and decorum, prevent personal reflections, confine members in debate to the questions and announce the decision of the Council on all subjects. The President shall decide questions of order without debate and, when two or more members request the floor at the same time, decide who shall first be heard. He shall also have power to refer to the proper committee any communication or petition brought before the Council, without action by said body.

An appeal shall lie to the Council from the decision of the President in all cases on which no member shall speak more than once, the President to speak last. The question before the Council on appeal shall be "Shall the decision of the Chair stand as the judgment of Council?," which question shall be put by the Secretary.

Business shall be taken up in the following order, which shall be announced by the presiding officer.

Any members desiring to speak shall respectfully address the presiding officer. Being recognized by that officer, he shall confine himself to the subject under debate and avoid all personalities and indecorous or offensive language; no member shall be referred to in debate by name, unless for a violation of order, and then only by the presiding officer.

No member shall be interrupted while speaking, except it be to call to order or for the purpose of explanation.
When question is before the Council, no motion shall be in order except a motion:
A. 
To adjourn;
B. 
To lay it on the table;
C. 
For the previous question;
D. 
To postpone indefinitely, etc. (all of which shall be decided without debate);
E. 
To postpone to a stated time;
F. 
To divide a question;
G. 
To commit; or
H. 
To amend, etc., which motions shall severally have precedence in their order herein arranged.
On a call of two members in Council, the previous question shall be put in this form: "Shall the main question be now put?" and, until it is decided, shall preclude all amendments or debate. If decided in the affirmative, the vote will then be taken on the amendments, if any, in their order, and then on the main question.
Any member may demand the division of a question when the sense will admit of it.

The regular meetings of the Council shall be held on the second Monday of each month at Council Chambers in the Municipal Building or in such other place as may be agreed upon by resolution of the Council. Special meetings may be called by the President of Council or upon written request of at least one-third (1/3) of the members of the Council. Members of the Council shall have at least 24 hours' notice of special meetings. The notice shall state whether it is for general or special purposes, and if it is for special purposes, the notice shall contain a general statement of the nature of the business to be transacted. All meetings shall commence at 7:00 p.m. prevailing time. In the event that a public hearing is to precede a meeting, the hearing shall commence at 7:00 p.m., and the meeting shall immediately follow the close of the hearing. Public hearings shall be adjourned no later than 7:30 p.m.

The Council of Latrobe shall organize on the first Monday of January of each even-numbered year, by electing one of its number as President and one of its number as Vice President, who shall hold such offices at the pleasure of the Council. If the first Monday is a legal holiday, the meeting and organization shall take place the first day following. The Council may, at the organization meeting, elect other officers as may be deemed necessary for the conduct of affairs of Latrobe. Such officers shall serve at the pleasure of the Council. Following organization and election of officers, the Council may transact such other business as may come before the meeting. The Mayor shall preside over the organization of the Council until it is organized, and he shall be deemed a member of the Council at the organization meeting if his membership becomes necessary to constitute a quorum, but he shall not vote thereat unless his vote shall, for any reason, be required to effect the organization of Council or to elect any officer who is required to be or may be elected at the organization meeting. In case of the absence of the Mayor at the organization meeting, one of the members of Council, chosen by the members present at the meeting, shall preside.

Such further rules as may be deemed necessary from time to time may be adopted by a vote of the Council; but these rules shall not be repealed or amended, unless the proposition to repeal or amend is submitted to the Council one meeting previous to action thereon.
