A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.
B. 
As used in this chapter, the following terms shall have the meanings indicated:
INDIVIDUAL PARKING SPACE
An area in either the on-street or off-street parking facility designated to accommodate a parked vehicle.
LEGAL HOLIDAYS
Includes any and all national holidays observed by the United States Postal Service.
OFF-STREET PARKING FACILITIES
The lots or tracts of land situate in Latrobe designated in § 256-33B which are improved, paved, lighted and marked off into individual metered and nonmetered parking spaces for use in the parking of vehicles.
OWNER
Includes any person, firm, corporation or other recognized legal entity.
PARKING
The standing of a vehicle on or in any of the on-street or off-street spaces provided therefor, and whether such vehicle is occupied or not, by an operator or otherwise, for a period in excess of one minute.
PARKING METER
A device which shall indicate thereon the length of time during which a vehicle may be parked in a particular individual parking space and which shall have as a part thereof a receptacle or chamber for receiving and storing coins representing currency of the United States of America, a slot or place into which said coin may be deposited and a timing device to indicate the passage of an interval of time during which parking is permissible and which shall also display an appropriate signal when the aforesaid interval of time shall have elapsed and also brief instructions as to the operation of said parking meter and the schedule of parking meter rates and time of operation.
VEHICLE
Any type of mechanical device in which persons or property may be transported upon public streets or highways and which is required to be registered under the laws of any federal or state government.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances, as parts of ordinances, as amendments to ordinances or as amendments to this chapter; provided, however, that Latrobe Council may, from time to time, on a temporary basis, amend by resolution any provision in this chapter, including but not limited to Article VII. All changes to this chapter made by resolution during any calendar year shall be formally adopted by ordinance on or before the regular meeting in January of the calendar year following adoption of said change by resolution.

A. 
The Mayor shall have the following powers to temporarily regulate traffic and parking as follows:
(1) 
In the case of an emergency due to a fire, flood, storm or any other natural or man-made disaster, to establish temporary traffic and/or parking regulations. Such temporary regulations shall remain in force and effect until the emergency has ceased or until the next regular business meeting of Council, whichever shall first occur. If said temporary regulations are in effect at the next regular business meeting of Council, Council shall ratify and approve any extension of the temporary regulations.
(2) 
In order to facilitate the conduct of parades, processions or other public or special events, permitted under the special events provisions of the Code of Ordinances of Latrobe, to establish temporary traffic and/or parking regulations in those areas necessary to facilitate said event for a period of a time not to exceed seven consecutive days. Under this subsection, said temporary traffic or parking regulations shall expire at 12:00 midnight on the seventh day from the date of commencement of the event, or at the end of said event, whichever shall first occur.
(3) 
In the event of construction due to a public works project in the City of Latrobe or in neighboring communities which may affect traffic movement or parking within the City, to establish temporary traffic and/or parking regulations in those areas of the City affected by the public works construction, said regulations to remain in force and effect until the public works project has ceased, and the need for said regulations no longer exist or until the regularly scheduled business meeting of Council in the sixth month following the month in which said temporary traffic and/or parking regulations were implemented by the Mayor, at which time Council may, by appropriate action, extend said temporary traffic and/or parking regulations.
B. 
Emergency or temporary traffic and/or parking regulations shall be implemented by the Mayor pursuant to a written declaration or order and shall have the same force and effect for enforcement purposes as if enacted by ordinance.
The Council may, from time to time, designate places upon and along the highways in Latrobe where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this chapter. No person shall operate or park a vehicle or tractor in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected, posted or made by authority of this section. Any person who shall violate any provision of this section shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature and, in case of a violation for which no specific penalty is set forth in the law or elsewhere in this chapter, to a fine of not more than $25 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs, provided that the purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of Latrobe relative to traffic and parking.
The police officers of Latrobe are hereby given authority to direct traffic on the highways of Latrobe and at intersections thereof.
