GENERAL REFERENCES
Streets and sidewalks — See Ch. 85.
The respective widths of the pavements and gutters within the corporate limits of Latrobe on all streets where the same may not already be adopted shall be as follows:
A. 
On streets 60 feet wide, the pavement shall be 12 feet in width.
B. 
On streets 50 feet wide, the pavement shall be 10 feet where street is paved and 9 1/2 feet wide when street is not paved.
C. 
On streets 40 feet wide, the pavement shall be eight feet in width.
D. 
On streets 30 feet wide, the pavements shall be five feet in width.
Whenever any street or part thereof shall be regulated and the curbline given and the gutters laid, the property owners along the same shall be required, after notice from Latrobe, at their own expense, to grade the sidewalk and to pave the same the entire width, from property line to curbline, and each the whole length of walk abutting his or her lot or lots, with concrete; and, thereafter, after notice from Latrobe, to reconstruct or repair such sidewalk or any part thereof.
If any property owner shall neglect to construct, reconstruct or repair any sidewalk as aforesaid for a period of 20 days after service of such notice in the manner prescribed by law, it shall be lawful for Latrobe to have such sidewalk constructed, reconstructed or repaired, as the case may be, and to collect the cost thereof, with an additional 10%, in the manner provided by law.

Hereafter, all sidewalks laid within Latrobe shall be three inches higher at the property line than at the inside curbline, descending by a gradual grade. Curbs and gutters shall be constructed of concrete and shall be Pennsylvania Department of Transportation Class B curb and gutter. All curbs and gutters on new streets shall be in compliance with ADA requirements.

If any existing street does not have curbs and gutters and the property owners along said street desire to have them, a petition shall be filed with Latrobe Council. The petition shall contain the signatures of no less than 75% of the frontage of both sides of the street upon which the curbs and gutters are requested. If the petition of the property owners is granted by Latrobe Council, Latrobe will pay 50% of the cost of construction of the curb and gutters, and the property owners will pay the remaining 50% of the cost of the same, which shall be assessed upon each property based upon the linear foot cost of the curb and gutter multiplied by the linear foot frontage of each property.
At any time hereafter the owner of any real estate in Latrobe abutting upon any street for which a grade has at the time been established, but along or upon which sidewalks have not been required, may voluntarily, at his or her own expense, construct a sidewalk upon or alongside of his property abutting such street under the following conditions:
A. 
The grade and line for such sidewalk shall first be obtained from the Engineer and shall be adhered to in construction of the sidewalk.
B. 
The sidewalk shall be constructed of such material and according to such specifications and requirements as shall apply to sidewalks constructed elsewhere in Latrobe by order of the Council.
The owner of any real estate abutting upon any alley in Latrobe may, at his or her expense, construct a sidewalk along such property only where special permission thereof or shall first have been granted by the Council. The Council may deny such permission in any instance where, in its opinion, the construction of such sidewalk would result in reducing the width of the roadway of such alley below a practicable minimum, considering the usage of such alley and the traffic thereon. Where permission has been granted by the Council under this section, the property owner shall conform to the conditions set out in § 315-6A and B.
The Council or other officer or employee designated by Council so to do may inspect all sidewalks constructed under §§ 315-6 and 315-7, and if any such sidewalk shall not conform to all the requirements applicable thereto, the owner of the abutting property shall reconstruct or repair the same so as to conform strictly to such requirements. If any property owner shall neglect to reconstruct or repair any such sidewalk for a period of 20 days after service of notice so to do, in the manner prescribed by law, it shall be lawful for Latrobe to have such sidewalk constructed or repaired, as the case may be, and to collect the cost thereof with an additional 10% in the manner provided by law.
Every sidewalk constructed under §§ 315-6 through 315-8 shall be maintained in safe and usable condition by the owner of the abutting property, and, in default thereof, Latrobe may apply the same remedies as are applicable in the case of sidewalks originally constructed on order of Latrobe.
