There is hereby created a Department of Public Works.
The Department of Public Works of the Borough of Alpha shall be responsible for:
A. 
The construction, operation and maintenance of any public utilities which are currently owned and/or operated by the Borough for the benefit of the citizens of the Borough, or which the Borough may acquire in the future. Such utilities currently include but shall not necessarily be limited to certain domestic water supply systems and sewage collection systems.
B. 
Road construction, improvements, maintenance, cleaning of all streets, including street openings; the supervision of any and all openings in the streets of the Borough.
C. 
Sidewalk construction and maintenance.
D. 
Shade tree matters.
E. 
The cutting of greens and weeds on roads, streets, and other municipal property.
F. 
Maintenance and operation of the municipal garage.
G. 
Maintenance of vehicles and other mechanical equipment as assigned.
H. 
Maintenance, cleaning and improvement of all municipal parking lots.
I. 
Snow removal.
The Department of Public Works shall consist of:
A. 
The Director of Public Works.
B. 
Water Supervisor.
C. 
C-2 Operator.
D. 
Utilities Collector.
E. 
An operating staff.
F. 
Senior Public Works Repairer.
G. 
Public Works Repairers.
H. 
Laborers.
The Director of Public Works is a Council person duly elected, who shall be appointed by the Mayor with the consent of Council. The term of said appointment shall be for one year. He may be reappointed each year.
A. 
Prerequisites for employment. He or she shall be a licensed water operator in the State of New Jersey.
B. 
Job responsibilities.
(1) 
He or she reports to the Director of Public Works.
(2) 
He or she shall oversee the operations of the Department of Public Works with respects to water quality.
(3) 
He or she shall assure the proper in-house testing for water quality.
(4) 
He or she shall assist in obtaining any necessary contracted testing services.
(5) 
He or she shall review all required logs assuring that they are properly filled out and that all operating conditions are such that high quality water treatment is obtained. He or she assures that water quality is within specification as required by the New Jersey Bureau of Safe Drinking Water.
(6) 
He or she shall complete all proper reports as required by the New Jersey Bureau of Safe Drinking Water.
(7) 
He or she shall direct the operating personnel in any modification or control adjustment needed.
A. 
Prerequisites for employment. He or she shall be a licensed sewer operator in the State of New Jersey.
B. 
Job responsibilities.
(1) 
He or she reports to the Director of Public Works.
(2) 
He or she shall oversee the operation of the sewage collection system.
(3) 
He or she shall assure that all operations are such as to assure compliance with the New Jersey Department of Environment Protection.
(4) 
He or she shall assure that all proper reporting is completed as required.
A. 
Prerequisites for employment.
(1) 
A good command of the English language.
(2) 
Good communications skills.
(3) 
A good knowledge of computer operations.
B. 
Job responsibilities.
(1) 
He or she reports to the Director of Public Works in all matters concerning water and sewer.
(2) 
He or she shall be responsible for billing, collection, and recording of all charges for water and sewer in all accounts.
(3) 
He or she shall be responsible for maintaining all required records with a high degree of accuracy.
(4) 
He or she shall properly manage and deposit all moneys collected in a manner as required by law.
(5) 
He or she shall assure that all meter readings by the operating personnel are performed in an expeditious and accurate manner as required.
(6) 
He or she shall assure a high degree of accuracy of all data.
(7) 
He or she shall be responsible for submitting the necessary records to the Auditor, and that all discrepancies found by the Auditor are researched and a report is made to the Director as to the cause and the action plan to correct those discrepancies.
(8) 
He or she shall be responsible to properly maintain all files with regard to the Department of Public Works.
A. 
The operating staff shall consist of the personnel from the Department of Public Works and the sewer pump station operators.
B. 
Job responsibilities.
(1) 
Senior Public Works Repairer.
(a) 
He or she reports to the Director of Public Works in all matters concerning water and sewer.
(b) 
The Senior Public Works Repairer shall monitor the water treatment facilities.
(c) 
He or she shall assure that all logs are completed in an accurate and timely manner.
(d) 
He or she shall make necessary adjustments to assure the quality and supply of the water at all times.
(e) 
He or she shall oversee the operating personnel and all repairs to the water supply system and the sewage collection system.
(f) 
He or she shall assure that an ample supply of repair parts are on hand.
(g) 
He or she, along with the Public Works Repairer, shall obtain in a efficient and highly accurate manner the quarterly water meter readings.
(2) 
Public Works Repairer.
(a) 
He or she reports to the Senior Public Works Repairer.
(b) 
As directed by the SPW, he or she performs the necessary operations to repair and maintain the water distribution and sewer collection systems.
(c) 
Such operations shall include but are not limited to manual labor, mechanical/electrical repair, pipe fitting, and excavating equipment operation.
(d) 
He or she shall assist in the reading of water meters as required.
(3) 
Laborer.
(a) 
He or she reports to the Senior Public Works Repairer.
(b) 
As directed by the SPW, he or she performs the necessary operations to repair and maintain the water distribution and sewer collection systems.
(c) 
Such operations shall include but are not limited to manual labor, mechanical/electrical repair, and pipe fitting.
(4) 
Sewage Pump Station Operator.
(a) 
Prerequisites for employment: a good knowledge of mechanical and pumping systems.
(b) 
Job responsibilities.

He or she reports to the Director of Public Works.
[2] 
He or she maintains the proper operation of the sewage pumping system.
[a] 
Maintains cleanliness of the sewage pump station per the developed schedule.
[b] 
Properly lubricates the pumping system on a regularly scheduled basis.
[c] 
Answers emergency calls per the duty schedule and performs the necessary operations or repairs to correct the situation in a expeditious manner.
[d] 
Assures that the necessary supplies are on hand.
[e] 
Repairs, as needed, the pumping system to the limits of his ability; informs the Director when contracted service is needed and works with contracted repair services in all other repairs as needed.
A. 
Prerequisites for employment.
(1) 
Able-bodied worker capable of heavy manual labor.
(2) 
Possessor of a valid New Jersey driver's license, and shall have and maintain a valid commercial driver's license (CDL).
(3) 
Ability to perform the duties of the Public Works Repairer and the laborer classification enclosed here within.
(4) 
Demonstrated ability to properly supervise a limited number of employees.
(5) 
Ability to troubleshoot the systems of the street, water, and sewer.
(6) 
Excellent communications skills.
(7) 
Minimum of five years' experience in maintenance of streets, maintenance of facilities, and operations/repairs of water and sewer systems.
(8) 
Some knowledge of blueprint reading.
B. 
Job responsibilities.
(1) 
He or she reports to the Director of Public Works.
(2) 
The Senior Public Works Repairer shall be in charge and oversee the duties of the other operating personnel.
(3) 
He or she shall be responsible for scheduling the day-to-day operations of the Department.
(4) 
He or she shall perform all the duties as listed under the Public Work Repairer and laborers classification.
(5) 
He or she shall assure that an ample supply of repair parts and road materials are on hand as needed.

(1) 
Able-bodied worker capable of heavy manual labor.
(2) 
Possessor of a valid New Jersey driver's license and shall have and maintain a valid CDL.
(3) 
Ability to perform the duties of the laborer classification enclosed here within.
(4) 
Demonstrated ability to perform the supervisory and scheduling functions of the Senior Public Works Repairer in his absence on a very limited basis.
(5) 
Ability to troubleshoot the systems of the street, water, and sewer.
(6) 
Excellent communications skills.
(7) 
Ability to operate medium- to heavy-duty construction equipment.
(8) 
Knowledge of road repair, grounds maintenance, and building maintenance practices.
B. 
Job responsibilities.
(1) 
He or she reports to the Senior Public Works Repairer.
(2) 
As directed by the SPW, he or she performs the necessary operations to repair and maintain the road system, public facilities, drainage system, and public grounds of the Borough of Alpha.
(3) 
Such operations shall include but are not limited to manual labor, mechanical/electrical repair, pipe fitting, and excavating equipment operation.
(4) 
All responsibilities of the laborer classification.

A. 
Prerequisites for employment.
(1) 
Able-bodied worker capable of heavy manual labor.
(2) 
Possessor of a valid New Jersey driver's license, and shall have and maintain a valid CDL, or those hired on a probationary basis will acquire one before the probationary period is ended.
(3) 
Good communications skills.
(4) 
Ability to operate light to heavy dump trucks in a safe and proficient manner.
(5) 
Ability to operate grounds maintenance equipment in a safe and proficient manner.
(6) 
Ability to make minor mechanical, electrical, and plumbing repairs per accepted practices.
(7) 
Ability to maintain and perform preventative maintenance on all equipment used by the Department.
(8) 
Minimum of two years' experience in maintenance of streets, maintenance of facilities, and operations/repairs of water and sewer systems.
B. 
Job responsibilities.
(1) 
He or she reports to the Senior Public Works Repairer.
(2) 
As directed by and under the supervision of the repairer in charge, performs the following:
(a) 
Performs manual labor.
(b) 
Performs preventative maintenance on equipment which includes but is not limited to lubrication, light repairs, and cleaning.
(c) 
Clears all roadways of ice and snow by use of snow removal and spreading equipment in a safe and proficient manner.
(d) 
Performs maintenance to facilities per accepted practices.
(e) 
Performs the necessary maintenance to all grounds in a safe and proficient manner.

Upon the written recommendations of the Director of Public Works, the Borough Council, by a majority vote, may waive any promotion provisions or requirements of this article that establish a minimum period of employment at one level as a requirement for advancement to higher levels, as may be necessary or appropriate for the benefit and welfare of the Borough.
