The position of Emergency Management Coordinator is hereby established.
Appointment to the position of Emergency Management Coordinator shall be made by the Mayor with the advice and consent of the Council. The term of office shall be one year, but the first term shall commence upon the effective date of this chapter and shall expire December 31 of the same year. Thereafter, every appointment shall be made for the calendar year. A vacancy for the offices shall be filled for the unexpired term only.
The Emergency Management Coordinator shall come under and report to the Director of Public Safety.
A. 
He or she shall be responsible to maintain and update the Emergency Plan of the Borough as per county and state regulations.
B. 
Whenever, in his or her opinion, a disaster has occurred or is imminent, he or she shall proclaim a state of local disaster emergency. He or she, in accordance with regulations promulgated by the State Director of Emergency Management, shall be empowered to issue and enforce such orders as may be necessary to implement and carry out emergency management operations and to protect the health, safety and resources of the residents of the Borough.
C. 
He or she shall notify the County of Warren Emergency Management Coordinator whenever a disaster is proclaimed and shall provide a report to the same and the Borough in writing of any action taken.
D. 
He or she shall have complete authority to issue and enforce orders as may be necessary to implement and carry out emergency management operations.
E. 
Any request for help outside the municipality shall directed to the County Emergency Management Coordinator.
F. 
He or she shall have sole authority over all assistance provided by agencies outside the Borough.
G. 
He or she shall maintain a supply of needed emergency management supplies up to the limits of the budgeted revenues. Any additional emergency revenues needed over budgeted amounts shall be requested through the Director of Public Safety.
