The Borough of Alpha shall by ordinance establish titles for public employment by the Borough and salary ranges for Borough employees. (Said titles shall conform to the New Jersey Civil Service Act and regulations promulgated by the New Jersey State Department of Personnel).
The Borough of Alpha shall by resolution adopt and amend from time to time personnel policies and procedures including rules concerning the hiring and termination of employees, terms and conditions of employment, and regulations required to comply with applicable federal and state employment-related law. The personnel policies and procedures adopted pursuant to said resolution(s) shall be applicable to all officials, appointees, employees, prospective employees, volunteers and independent contractors of the Borough.[1]

The Personnel Administrator shall be responsible to implement and enforce the personnel practices adopted by ordinance or resolution authorized pursuant to this section. If there is a conflict between said personnel practices and any duly adopted and lawful collective bargaining agreement, personnel services contract or federal or state law, the terms and conditions of that contract or law shall prevail. In all other cases, the practices adopted pursuant to this ordinance shall prevail.

A. 
The Borough of Alpha shall provide all elected officials and Borough employees with a fob to enter the municipal building and only the copy room in the municipal building, as so activated by the Borough Clerk. In addition to the Borough-issued fob, the Director and Deputy Director of Public Property and the Director and Deputy Director of Public Works shall be issued a set of traditional keys to access all Borough buildings and properties, as so provided by the Clerk; the traditional keys are to be used only in an emergent situation when a fob does not function.
B. 
The employees in the Department of Public Works shall be provided with a fob to enter the municipal building, municipal utility buildings and facilities, municipal building basement, municipal garage, and the copy room in the municipal building, as so activated by the Borough Clerk. The employees in the Department of Public Works, the Clerk, the Fire Chief and the Chief of Police shall be issued and shall maintain a master, traditional key or set of keys for access to all Borough-owned buildings, properties, and offices; the traditional keys are to be used only in an emergent situation when a fob does not function.
C. 
All employees of the Department of Public Works shall be issued a Borough-owned mobile phone at the Borough's expense, which the employees shall use for Borough business and shall be expected to utilize in the performance of their job duties. The Department of Public Works shall be issued one Borough-owned notebook or laptop computer for official use in Borough business. If requested by a Borough elected official(s), the Borough shall provide that elected official with a Borough-owned notebook or laptop computer for Borough business.
D. 
The Clerk shall maintain a log of all Borough-owned property so referenced in this section. This section shall become part of the Borough's Personnel Policies and Procedures and Employee Handbook.
