Any applicant for a variance, subdivision of land, building permit,
license, easement, approval or any other relief which can be granted by the
governing body, board, agency or subagency thereof regarding any parcel of
real property located in the Borough of Alpha shall first submit a certificate
with the application for the relief sought indicating that all real estate
taxes, water charges and/or sewer bills have been paid through the calendar
year quarter during which said application for relief is filed.
No relief referred to in § 291-1 of this article shall be issued by the governing body, board, agency, subagency, officer or employee unless all real estate taxes, water charges and/or sewer bills have been paid through the calendar year quarter of the time of the application.
The provisions of this article shall not apply to or include any alcoholic
beverage license or permit issued pursuant to the New Jersey Alcoholic Beverage
Control Act, N.J.S.A. 33:1-1 et seq.[2]
