Width and elevation. All streets and roads for public
use in the Borough of Alpha shall be at least 30 feet in width from
curb to curb, and the crown of each such street or road shall be at
the same elevation as the top of the curb. Collector streets shall
be a minimum of 36 feet from curb to curb. Alleys shall be 15 feet
in width and shall not be required to have curb, except where necessary
to delineate intersections with roadways.

Base course specifications. The base course for such
street or road for public use shall consist of no less than five inches
of bituminous stabilized base course, either stone or gravel mix.
The bituminous stabilized base course shall be constructed of materials
and by methods as described in Section 300 et seq. of the New Jersey
Department of Transportation Standard Specifications for Road and
Bridge Construction, 1989, as amended.

Top course specifications. The top course of each
street or road for public use shall consist of two inches of bituminous
concrete surface course Mix I-5, which shall be constructed in conformance
with Section 400 of the Standard Specifications, as amended.
A.Â
All curbs shall be set true to line and grade as required
by the Borough Engineer. All curbs shall be at least nine inches (measured
at pavement surface) in width and at least 18 inches in depth. Curbs
shall be set with a front batter of one inch horizontal to seven inches
vertical. The back exposed top edge shall have a one-half-inch radius
and the front edge shall have a radius of 1Â 1/4 inches. Curbs
shall be constructed of NJDOT Class B concrete. Concrete shall have
an air-entraining agent added as specified by the New Jersey Department
of Transportation Standard Specifications, 1989, as amended.

Curb construction joints shall be installed every
10 feet, zero inches apart, alternating contraction joints and one-half-inch-wide
expansion joints. Expansion joints shall be filled with preformed
bituminous impregnated fiber joint filler, complying with Type III
filler in AASHTO Spec M-153 and recessed 1/4 inch from the face and
top of curb. Excavation in front of and beneath the curb shall be
backfilled with soil aggregate Type I-5. Curb returns are required
at intersections and must conform to radii as determined by the Borough
Engineer.

General. All sidewalks are to be constructed as specified
in the New Jersey Department of Transportation Standard Specifications
for Road and Bridge Construction, 1989, as amended.
B.Â
Construction.
(1)Â
Sidewalks shall be constructed four feet wide on all
streets. The edge of the sidewalk shall be three feet from the face
of the curb. The sidewalk shall slope toward the curb with a slope
of 1/4 inch per foot. Sidewalks are to be of four-inch-thick concrete
with a four-inch-thick stone base prepared on firm subgrade.

If the sidewalk is adjoining curb, the construction
joints shall be placed every five feet, and the joints shall match
with the curb joints. An expansion joint of 1/2 inch shall be constructed
every 20 feet, and three intermediate contraction joints shall be
constructed between each expansion joint. Expansion joints shall be
filled with preformed bituminous impregnated fiber joint filler, complying
with Type III filler in AASHTO Spec M-153 and recessed 1/4 inch from
the top of the sidewalk. Sidewalks shall be constructed of NJDOT Class
B concrete.
A.Â
Utility pole locations. New utility poles must be
located one foot nine inches from the face of the curb. No new utility
poles are to be located within 10 feet of the point of intersection
of curblines on intersecting streets.
B.Â
Laying of utilities. All utilities shall be subject
to the approval by the Borough Engineer before any improvements are
made to any street or road hereafter constructed in the Borough of
Alpha.
