A. 
Every owner, lessee, tenant, occupant or other person in charge of any property within the Town shall remove snow, ice, dirt or any other object or material from any improved sidewalk between such property line and the curb line of all adjacent streets within four hours after snow has ceased to fall or after the deposit of any dirt, object or other material upon such sidewalks. The period between 9:00 p.m. and 7:00 a.m. shall not be included in computing such requirements. Every owner, lessee, tenant, occupant or other person in charge of any property within the Town adjacent to any street or highway in a business or industrial district and the owner of any building classified as a multiple residence having three of more dwelling units shall be liable for any personal injury and property damage by reason of his/her/their failure to remove snow, ice, any dirt, any object or other material from such sidewalks as required herein.
B. 
In the event that the snow or ice on the sidewalk shall be frozen so that it cannot be removed, the owner, lessee, tenant, occupant or other person in charge of any property within the Town as aforesaid shall, within the time specified in this section, cause the sidewalk adjacent to the said premises to be strewn with ashes, sand, sawdust or some similar material and shall, as soon thereafter as the weather permits, thoroughly clean said sidewalk.

No person or persons shall organize, sponsor, conduct or participate in a speed contest, race, exhibition of speed, procession, assemblage or parade upon the sidewalks, streets, avenues, highways or parkways or other public places in the Town unless a permit shall have been obtained from the Town Board after application therefor, in writing, to said Town Board.
A. 
American flag. All assemblies warranted by law held in any of the streets, roads, avenues, highways or parkways in the Town where public discussions are held shall have an American flag, the dimensions of which shall be not less than 36 inches by 60 inches, conspicuously displayed at all times during the holding of such assemblies.
B. 
Other flags. No red or black flag and no banner, ensign or sign having upon it any inscription opposed to organized government or which is sacrilegious or which may be derogatory of public morals shall be displayed at any such assembly or in any public place or carried through the streets of the Town in any procession or parade. This provision shall not apply to the flag of any nation friendly to the United States, when the same is displayed along with the flag of the United States of America.

No person shall propel or ride any ATV, bicycle, pedicab or other such vehicle of propulsion over, along or upon any sidewalk in the Town. No person shall stand, store or otherwise place any bicycle or other such vehicle upon any highway, street, sidewalk or against any building abutting a sidewalk so as to obstruct or interfere with pedestrian or vehicular traffic.

Pursuant to New York State Vehicle and Traffic Law § 1231, every person riding a bicycle upon a roadway shall be granted all the rights and shall be subject to all the duties applicable to the driver of a vehicle. Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, and with the flow of traffic, obeying all traffic rules applicable to vehicles and exercising due care when passing a standing vehicle or one proceeding in the same direction.

No person shall operate a bicycle:
A. 
Without due regard for the personal safety or the safety and rights of pedestrians and drivers and occupants of all other vehicles, and so as to endanger the life, limb and property of any person while in the lawful use of the streets or sidewalks or any other public or private property.
B. 
Without exercising reasonable and ordinary control over such bicycle.
C. 
By trick riding or in a weaving or zigzag course, unless such irregular course is necessary for safe operation in compliance with the law.
D. 
By attaching the bicycle or themselves to any vehicle being operated upon a roadway.
E. 
By operating the bicycle while, at the same time, also operating a cellular phone, camera or other electronic device.

In addition to any other penalties imposed by law, whenever a person operates an ATV, bicycle, pedicab or other such vehicle of propulsion in violation of the Town Code, the bicycle may be seized by any member of the Suffolk County Police Department, the Town of Babylon Code Enforcement Office, or the Town of Babylon Public Safety Division and impounded. A bicycle so impounded will be surrendered to the owner or, if the owner is a minor, to the parents or guardians of such minor, only upon final disposition of any charges or the payment of any fines levied for all violations of this Town Code. A complete record of each such impounding shall be kept in the office of the Town Attorney.

Bicycles operated on the public streets or highways of the Town shall be equipped as required by New York State Vehicle and Traffic Law Section 1236.

Any person who violates this article or fails to comply with any of its requirements shall be guilty of an offense punishable by a fine of not less than $250 nor more than $1,000. Any person found by the Bureau of Administrative Adjudication to have violated this article shall likewise be subject to a monetary penalty of not less than $250 nor more than $1,000.
