The adjacent landowner of any property in the
Town improved by installation of a sidewalk or pedestrian walkway
or, if the owner is not in possession, the occupant of any premises
adjacent to a pedestrian walkway, or both, shall be liable for any
injury or damage caused by reason of omission, failure or negligence
to keep and maintain the walkway traversing his property in good repair,
safe and suitable for pedestrian travel. Liability shall include the
willful or negligent failure to observe any law, rule or regulation
requiring that pedestrian walkways be kept free of ice, snow and other
obstructions.
