In order to ensure that the office of Town Comptroller is filled by a professional of excellent ability and competency, it is important to draw candidates from as large an area as possible. The fact that the Comptroller is or is not an elector of the town will not affect the performance of his duties and the attainment of the ultimate goals of professionalizing town management, increasing efficiency and decreasing costs to taxpayers.
Notwithstanding any provision of any special, general or local law to the contrary, the Comptroller of the Town of Yorktown need not be a resident of the Town of Yorktown, however he shall be a resident of the State of New York.
This article is intended to supersede the provisions contained in § 3 of the Public Officers Law of the State of New York and § 23 of the Town Law of the State of New York otherwise requiring the Town Comptroller to be a resident/elector of the town.

Notwithstanding any law, statute, rule or regulation to the contrary and pursuant to the powers invested by Article 2 of the Municipal Home Rule Law, the Town Attorney of the Town of Yorktown need not be a resident of said town.
