It shall be unlawful:
Between the dates of March 15 and December 15 to allow an accumulation of fresh manure for a longer period than three (3) days.
To allow manure piled or composted or otherwise accumulating to stand without being screened so as to exclude flies and insects, or allow the same without being covered by a waterproofed roof.

All matters referred to as unlawful in this Article are declared to be nuisances and removable as such, and the persons violating the same shall be liable to a fine not exceeding six hundred dollars ($600.), plus cost of prosecution, or, in default of payment of said fine and costs, imprisonment not exceeding thirty (30) days, for each offense. Each day's continuance of the offense shall constitute a new offense. In addition to the cost of removal, the penalties shall be collected by municipal lien or by any other manner provided for or authorized by law.
