Sewers and sewage disposal — See Ch. 112.
A certain document, three (3) copies of which are on file in the offices of the Borough of South Waverly, being marked and designated as the "BOCA National Plumbing Code/1990, Eighth Edition," as amended, as published by the Building Officials and Code Administrators International, Inc., shall be and is hereby adopted as the Plumbing Code of the Borough of South Waverly in the Commonwealth of Pennsylvania; for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Plumbing Code are hereby referred to, adopted and made a part hereof as if fully set out in this chapter, with the additions, insertions, deletions and changes, if any, prescribed in § 103-2 of this chapter.
Certain sections of the BOCA National Plumbing Code are hereby revised as follows:
A. 
In Section P-100.1, Title, insert "the Borough of South Waverly" in the space provided.
B. 
In Section P-104.1, Continuation, insert "the date of adoption of this chapter" in the space provided.
C. 
Section P-114.2, Fee schedule, shall be amended to read as follows:
P-114.2 Fee schedule: The permit fees for all plumbing work shall be as set forth from time to time by resolution of the Borough Council.
D. 
Section P-117.4 shall be amended to read as follows:
P-117.4 Violations and penalties: Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall install plumbing work in violation of an approved plan or directive of the code official, or of a permit or certificate issued under the provisions of this code, shall, upon conviction thereof, be punishable by a fine of not more than one thousand dollars ($1,000.) and costs of prosecution and, in default of payment of such fine and costs, by imprisonment in the county jail for not more than thirty (30) days. Each day that a violation continues shall be deemed a separate offense.
E. 
Section P-118.2, Unlawful continuance, shall be amended to read as follows:
P-118.2 Unlawful continuance: Any person who continues any plumbing work in or about the structure after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe conditions, shall be liable to a fine as set forth in Section P-117.4 of this code.
F. 
Section P-303.2, Public systems available, shall be amended to read as follows:
P-303.2 Public systems available: A public water main or public sewer system shall be considered available to a building when the building is located within a number of feet of the public water main or sewer as will be determined by the Borough Council.
G. 
Section P-308.3, Freezing, shall be amended to read as follows:
P-308.3 Freezing: Water service piping shall be installed below recorded frost penetration. In climates with freezing temperatures, plumbing piping in exterior building walls or areas subjected to freezing temperatures shall be protected against freezing by insulation or heat or both.
H. 
Section P-308.4, Sewer depth, shall be amended to read as follows:
P-308.4 Sewer depth: Building sewers that connect to private sewage disposal systems shall be below finished grade at the point of septic tank connection. Building sewers shall be below grade.
