No person shall remove any book, periodical, pamphlet, artistic reproduction, audiovisual material or any other article or item of any kind from the Bridgeton Public Library without complying with the rules, regulations and procedures of the Library for borrowing such items or articles.
No person shall retain or fail to return any book, periodical, pamphlet, artistic reproduction, audiovisual material or any other article or item of any kind from the Bridgeton Public Library contrary to the rules and regulations of the Library, after 30 days have elapsed from the date of posting (by certified mail, return receipt requested) of a notice demanding the return of the book, etc., addressed to that person at the last address furnished to the Library. In the case of a minor, the notice shall be sent to the parents or guardian of the minor, as shown on the records of the Library.
No person shall willfully or maliciously cut, tear, deface, disfigure, damage or destroy any book, article or other item of any kind (or any part thereof) which is owned by or in the custody of the Bridgeton Public Library.
No person shall, with the intent to defraud, register or furnish a false name or address, or use any card other than the card issued to that person, for the purpose of borrowing any book, periodical, pamphlet, artistic reproduction, audiovisual material or any other article or item of any kind from the Bridgeton Public Library; neither shall any person allow the use of his or her Library card by another individual. The obtaining of any book, periodical, pamphlet, artistic reproduction, audiovisual material or any other article by means of the registration or furnishing of a false name or address, or by the use of a card other than that issued to the person, shall be prima facie evidence of an intent to defraud.
The Library Board of Trustees shall adopt and post in a conspicuous place in the Bridgeton Public Library the rules, regulations and procedures governing the borrowing of books, periodicals, pamphlets, artistic reproductions, audiovisual materials or any other article or item of any kind which may be available for such borrowing to the general public.
Any person violating any of the provisions of this chapter shall upon conviction, be punished as provided in Chapter 1, Article III, General Penalty, exclusive of restitution to the Library for the cost of the damage to or loss of the subject article or item. The penalties contained in this section do not in any way affect a person's responsibility to return borrowed Library material. For the purpose of this section, each book, periodical, pamphlet, artistic reproduction, audiovisual material or any other article or item of any kind used, borrowed or removed from the Bridgeton Public Library in violation of Bridgeton Public Library's rules, regulations or procedures, shall constitute a separate violation.
