A.
There shall be a Human Relations Council consisting
of 12 Commissioners. Nine Commissioners shall be appointed by the
Mayor and three Commissioners by the Council. Each Commissioner shall
serve without compensation. Each Commissioner shall serve for a period
of three years. Three of the first appointees shall serve for terms
of three years, three of the first appointees shall serve for terms
of two years, and three of the first appointees shall serve for terms
of one year. The initial terms of the Commissioners shall be decided
by the drawings of lots by the Township Clerk. A separate lottery
shall be held to designate each of the initial Township Council appointees
to a one-year, two-year or three-year term. The Human Resources Council
shall annually select from among its regular members a Chairperson,
Vice Chairperson and Secretary.
B.
There shall be two associate members of the Human
Resources Council who shall be students at the Township high schools.
The Mayor shall appoint two associate members from a high school.
Associate members shall serve one-year terms without compensation
and shall be nonvoting members of said Committee.
A.
The Council shall attempt to foster, through community
effort or otherwise, good will, cooperation and conciliation among
the groups and elements of the inhabitants of the community. The Council
is hereby empowered to make recommendations to the Township Council
for the development of policies and procedures in general and for
programs of formal and informal education that will aid in eliminating
all types of discrimination based on race, creed, color, national
origin, ancestry, age, marital status or sex.
B.
The Council shall offer aid to the Township administration
in implementing the New Jersey Law Against Discrimination, N.J.S.A.
10:5-1 et seq.
