For the purposes of this article, the words "vehicle," "owner" and "parked" shall have the meanings as defined in the Vehicle and Traffic Law of the State of New York.

When any vehicle is parked or abandoned on any highway within the Incorporated Village of Manorhaven during a snowstorm, flood, serious fire or other public emergency or found unattended where it constitutes an obstruction to traffic or in any place where stopping, standing or parking is prohibited or where abandoned, said vehicle may be removed by the Village of Manorhaven. In addition, any such vehicle may be removed by the Village of Manorhaven when, in the determination of the Court Clerk or Village Clerk of the Village of Manorhaven, there exist in the official records of the Village Court three or more unanswered summonses attaching to said vehicle.

After such removal, the Village of Manorhaven may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem same upon payment to the Village of Manorhaven, or to its agent or contractor designated for such purpose, the amount of all expenses actually and necessarily incurred in effecting such removal, such charges not to exceed $300, together with any charges for storage, such charges not to exceed $75 per day or fraction thereof. In addition, where such vehicle was removed due to unanswered summonses under § 147-30 hereof, such owner or person in charge of the vehicle shall pay to the Justice Court of the Village of Manorhaven, or to its agent or contractor designated for such purpose, the full amount due upon all outstanding summonses attaching to said vehicle, including all penalties due.
The Nassau County Police Department shall, without delay, report the removal and the disposition of such vehicle to the Clerk of the Village of Manorhaven and the Nassau County Police Department, and it shall be the duty of such department to ascertain the owner of such vehicle or person having same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem same.
