A.
The Town Board may, from time to time on its own motion
or on petition or on recommendation of the Planning Board, amend,
supplement or repeal the regulations and provisions of this chapter
after public notice and hearing and in the manner provided by the
Town Law.
B.
In addition to the notice of public hearing required
by the Town Law, there shall be published, once each week for two
successive weeks, following the notice required by the Town Law, a
summary notice of such public hearing, which shall set forth the date,
place and time of the hearing and a general reference to the fact
that the subject of the hearing is the amendment of the Zoning Ordinance
of the Town of Pawling and that the full text of the proposed amendments
may be obtained from the Town Clerk of the Town of Pawling.

Every proposed amendment or change, whether initiated
by the Town Board or by petition, shall be referred to the Planning
Board for report thereon before the public hearing required by Town
Law.
B.
In recommending the adoption of such proposed amendments, the Planning Board shall state its reasons for such recommendation, describing any condition that it believes makes the amendment advisable and specifically setting forth the manner in which, in its opinion, the amendment would be in harmony with the Town's land use plan and would be in furtherance of the purposes set forth in Article I of this chapter. In recommending the rejection or revision of any proposed amendment, the Planning Board shall similarly state its reasons.
C.
Failure of the Planning Board to make a report on
any proposed amendment within 45 days of the date of referral shall
be deemed to be approval thereof, unless such proceedings have theretofore
been terminated.
At least 30 days before the date of the public
hearing required by law, the Town Board shall comply with the provisions
of Article 12-B, §§ 239-l and 239-m, of the General
Municipal Law, as amended, and refer to the County Planning Department
certain proposed amendments or changes to this chapter.

By Local Law No. 1 of the Year 2000bf[1] the Town of Pawling has adopted Greenway Connections:
Greenway Compact Program and Guides for Dutchess County Communities,
as amended from time to time, as a statement of land use policies,
principles and guides. In its discretionary actions under the Zoning
Code, the reviewing agency shall be guided by said statement of policies,
principles and guides.
