The provisions of this Article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
A.
Wherever a space shall be marked off on any street
for the parking of an individual vehicle, every vehicle there parked
shall be parked within the lines bounding such space.
B.
Except where angle parking is authorized, every vehicle
stopped, standing or parked upon a highway where there are no adjacent
curbs shall be so stopped, standing or parked parallel to the edge
of the roadway, headed in the direction of lawful traffic.
A.
No motor vehicle may be parked or stationed without
a driver on any street, road or highway in the Incorporated Village
of Springville in any manner that interferes with, obstructs or prevents
the passage over such street, road or highway of emergency or service
vehicles.

EMERGENCY VEHICLES
SERVICE VEHICLES
STREETS, ROADS OR HIGHWAYS
As used in this section, the following terms shall
have the meanings indicated:
Includes fire vehicles, police vehicles and ambulances, public
or private.
Any public utility vehicles, public or private; sanitation
and carting vehicles, public or private; and snow removal vehicles,
public or private.
Any street, road or highway within the bounds of the Incorporated
Village of Springville, whether the same is public or private, and
whether the same is publicly or privately maintained.

Any duly authorized governmental officer of
the Village of Springville is authorized to prohibit, restrict or
limit the parking, standing, stopping or movement of vehicles upon
any public highway, public park or property owned or leased by the
Village of Springville within its corporate limits and to enforce
the same by the use of temporary signs for the following purposes:
A.
Snow removal.
B.
Street cleaning.
C.
Street repair and maintenance.
D.
Sewer repair and maintenance.
E.
Water line repair and maintenance.
F.
Electric pole or line installation and maintenance.
G.
When an opening or cut in pavement of any street or
highway shall be necessary for any authorized purpose.
H.
Duly authorized processions, assemblages or parades.
I.
Construction or demolition of structures.
J.
Any emergency or hazardous condition.

A.
The parking of vehicles is prohibited at all times in those streets or parts of streets described in Schedule IX (§ 180-38).
B.
The parking of a vehicle with a gross weight of five
tons or more or with an overall length of 30 feet or more anywhere
in the public parking lot located to the immediate south of the buildings
on the south side of East Main Street between Pearl Street and South
Buffalo Street is prohibited at all times.

A.
Between the hours of 2:00 a.m. and 7:00 a.m. from November 10 to April 1, the parking of vehicles is hereby prohibited on any street, and/or in any location adjacent to a street where the vehicle restricts and/or prohibits the Village of Springville from removing, plowing, and/or otherwise treating snow and ice within the street. For purposes of this section, the definition of street is provided in § 150-13 of the Village Code.
B.
The parking of vehicles in the municipal parking lot is prohibited
between the hours of 2:00 a.m. and 7:00 a.m. from November 10 to April
1, except in designated areas within the municipal parking lot.
C.
No vehicle may be parked in excess of 24 hours in any one spot on
any street, alley, or municipal parking lot.
The standing of vehicles is hereby prohibited in the locations described in Schedule X (§ 180-39) at the times indicated.
The stopping of vehicles is hereby prohibited in the locations described in Schedule XI (§ 180-40) at the times indicated.
The parking of vehicles is hereby prohibited in the locations described in Schedule XII (§ 180-41) for a longer period of time than that designated.
