Chapter 200, Zoning, requires that parking lots be constructed according to the village specifications. Accordingly, all building permit applications shall adhere to the following policy.

All parking lots and related driveways constructed within the village shall conform to § 155-13C(1), (2) and (3) and O of Chapter 155, Subdivision of Land, except that width shall be as necessary to conform to the plans for the particular lot. Except for purposes of subdivision construction, from Chapter 155, Subdivision of Land, § 155-13O(3) and (5) of Chapter 155, Subdivision of Land, shall be approved by the Village Engineer or Code Enforcement Officer or his qualified designee.
A. 
Conditions of property in village.
(1) 
The Village Board recognizes that most property within the village has a slope such that rainfall or other surface runoff will flow toward one or more of the following:
(a) 
A public street.
(b) 
A public storm drain system.
(c) 
A natural watercourse.
(d) 
An adjacent property, either public or private.
(e) 
The interior of the property in question.
(2) 
It is further recognized that conditions on different parcels within the village vary widely from highly pervious gravel soil, from which there is little runoff, to conditions of nearly one-hundred-percent runoff on steep slopes with impervious soils.
B. 
All building permit applications shall show, in some logical and coherent manner, approvable by the Code Enforcement Officer or his qualified designee, the following general information:
(1) 
Direction of ground slope on the entire property.
(2) 
Existing means by which stormwater is carried away or otherwise disposed of.
(3) 
Proposed means by which stormwater shall be carried away or otherwise disposed of.
C. 
When a building permit application is filed which will provide for the smaller of 10% of the total area of the property or 4,400 square feet to be changed in such a manner as to increase runoff from the property, then the applicant shall furnish detailed plans (to scale) showing the method by which all surface runoff shall be controlled. Such plans shall be approved by the Code Enforcement Officer or his qualified designee before the permit is granted.
(1) 
The above also applies to changes in existing properties which presently exceed the above size limitations.
(2) 
If the total changed area is less than 10% of a property, not to exceed 4,400 square feet, and if there is no increase in runoff onto property other than a public street, drain or natural watercourse, Subsection B will not apply unless specifically requested by the Code Enforcement Officer or his qualified designee.
D. 
The area to be considered under the drainage section shall also include roof areas of buildings, etc., which contribute to the drainage conditions.[1]
