It shall be unlawful for any peddler, hawker, solicitor or canvasser as defined in this chapter to engage in such business or activity within the Borough of Dravosburg without first obtaining a license in compliance with the provisions of this chapter.
As used in this chapter, the following terms shall have the meanings indicated:
PEDDLER, HAWKER, CANVASSER or SOLICITOR
Any person, firm, corporation, association, society, or other organization, traveling either by foot, wagon, automobile, motor truck, or any other type of conveyance from place to place, house to house, or from street to street, who carries, conveys or transports goods, wares, merchandise, meats, fish, vegetables, fruits, garden truck, farm products or provisions, or who offers and exposes the same for sale, or who makes, sells and delivers articles to purchasers, or who, without traveling from place to place, shall sell or offer the same for sale from an automotive vehicle, railroad car, or other vehicle or conveyance, or who solicits orders and as a separate transaction makes deliveries to purchasers, or any individual who travels as aforesaid and requests contributions or the payment of money or goods by any resident of the Borough of Dravosburg.
Applicants for permits and licenses under this chapter must file with the Borough Secretary or his designee a sworn application in writing on a form to be furnished, which shall give the following information:
A. 
Name of applicant.
B. 
Permanent home address and full local address of applicant.
C. 
Brief description of the nature of the business and goods to be sold.
D. 
If employed, the name and address of the employer, together with credentials establishing the exact relationship with the employer.
E. 
Length of time for which the right to do business is desired.
F. 
Place where the goods or property proposed to be sold or orders taken for the same are manufactured or produced, where such goods or products are located at the time said application is filed and the proposed method of delivery.
G. 
In the case of solicitation for contributions or payment of money or goods, full name and address of the true beneficiary and a statement of the purpose of such solicitation.
H. 
Type of vehicle or vehicles to be used.
I. 
The number of helpers to be used by the applicant.
J. 
A statement as to whether or not the applicant or any helper has been convicted of any crime, misdemeanor or violation of any municipal ordinance, and the nature of the offense and punishment or penalty assessed therefor.
The Council of the Borough of Dravosburg shall, from time to time, by resolution, set a schedule of fees to be charged by the Borough for the issuance of a license as required by this chapter, and such schedule shall be available for review in the office of the Borough Secretary.
Upon the filing and approval of the application and payment of the applicable fees, a license shall be issued to a peddler, hawker, canvasser or solicitor. Such license or permit shall contain the information required to be given upon the application. The license shall be carried upon the person to whom it is issued and shall be displayed on any vehicle to which it is issued.
No person licensed under this chapter shall hawk or cry his wares upon any of the streets or sidewalks in the Borough, nor shall he use any loudspeaker, horn or other device for announcing his presence by which the public is annoyed.
Any vehicle used by any person licensed under this chapter shall, when stopped to exercise any right or privilege granted by a license issued under this chapter, be parked abutting the curb, and no vehicle shall be stopped in the middle of any street, alley or roadway.
The Borough of Dravosburg shall cause a record of all licenses issued under this chapter to be kept, and the Mayor and Chief of Police of the Borough of Dravosburg shall supervise the activities of all holders of these licenses.
The Mayor is authorized to suspend any license issued under this chapter when he deems such suspension to be beneficial to the public health, safety or welfare or for any violation of any of the provisions of this chapter or for giving false information upon any application for license.
Any person who shall violate any of the provisions of this chapter shall, upon summary conviction, be subject to a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for a term not to exceed 30 days.

All annual licenses issued under the provisions of this chapter shall expire on the 31st day of December of the year when issued. All other licenses issued pursuant to the provisions of this chapter shall expire on the date specified in the license.
The provisions of this chapter shall not be applicable to any persons who take orders for and deliver newspapers or greeting cards, or who represent any youth group, athletic association, boys' club, volunteer fire department, or nonprofit organization originating within the Borough of Dravosburg, or who represent any school or school group originating within the limits of the McKeesport Area School District.
