The Board of Supervisors of Skippack Township hereby establishes the position of Code Enforcement Officer in order to grant enforcement powers to prosecute those in violation of the referenced ordinances in § 37-2 below.
A. 
The township's Code Enforcement Officer shall have the authority and power to issue parking tickets and/or citations in order to prosecute those violating the township's parking ordinances.[1]

B. 
The Code Enforcement Officer shall have the authority to enforce the Code of the Township of Skippack and any other ordinances the township deems applicable.[2]

In any case where the township's Code Enforcement Officer shall first give notice of the violation by handing to the offending operator or affixing securely to the motor vehicle a ticket on which he has noted the time and place of the offense, the nature of the offense and the license registration of the vehicle and bearing the statement that no prosecution shall be brought if the violator shall, within five days, voluntarily sign and present the parking ticket to the Skippack Township Municipal Building, 1246 Bridge Road, Skippack, Pennsylvania 19474, and indicate a desire to plead guilty to the offense charged and pay a fine of $10, then no further prosecution shall be brought; in the alternative, said violator may forward to the township's aforementioned address by regular mail the appropriate fine and no prosecution for the offense shall be brought so long as the envelope is post marked within five days; otherwise, the offense shall be prosecuted under the Pennsylvania Motor Vehicle Code.[1]

The Department of Sewage System Inspection is hereby created, and the executive official in charge thereof shall be known as the "Sewage Inspection Officer."
The Sewage Inspection Officer shall be appointed by the Board of Supervisors and shall not be removed from office except for cause and after full opportunity to be heard on specific and relevant charges by and before the Board of Supervisors.
The Sewage Inspection Officer shall appoint such number of assistant officers, technical assistants, inspectors and other employees as shall be necessary to carry out the duties provided herein and as authorized by the Board of Supervisors.
The Sewage Inspection Officer is authorized to designate an employee as deputy who shall exercise all the powers of the Sewage Inspection Officer during the temporary absence or disability of the Sewage Inspection Officer.
An official or employee connected with the Department of Sewage System Inspection shall not be engaged in or directly or indirectly connected with the furnishing of labor, materials or appliances for the construction, alteration or maintenance of a sewage system or the preparation of plans or of specifications thereof unless that person is the owner of the subject premises; nor shall such officer or employee engage in any work which conflicts with his or her official duties or with the interests of the Department.
The Sewage Inspection Officer, assistant officer or employee, while acting in his or her position as Sewage Inspection Officer, shall not thereby be rendered liable personally, and the Sewage Inspection Officer or employee is hereby relieved from all personal liability for any damage accruing to persons or property as a result of any act required or permitted in the discharge of official duties. Any suit instituted against any officer or employee because of an act performed by that person in the lawful discharge of duties shall be defended by the legal representative of the Board of Supervisors until the final determination of the proceedings. The Sewage Inspection Officer or any subordinate shall not be liable for costs of any action, suit or proceeding that is instituted in pursuance of the provisions of this article; and any officer of the Department of Sewage Inspection, acting in good faith and without malice, shall be free from liability for acts performed under any of its provisions or by reason of any act or omission in the performance of official duties in connection therewith.
An official record shall be kept of all business and activities of the Department specified in the provisions of this article, and all such records shall be open to public inspection at all appropriate times.
The Sewage Inspection Officer shall issue all necessary notices or orders to remove illegal or unsafe conditions and require the necessary safeguards during construction and/or installation and/or use to safeguard the health, safety and general welfare of the public.
The Sewage Inspection Officer shall make all required inspections and is authorized to enforce all sewage and sewage related ordinances.[1] The Sewage Inspection Officer may accept reports of inspection by approved agencies or individuals; all reports of such inspection shall be in writing and certified by a responsible officer of such approved agency or by the responsible individual. The Sewage Inspection Officer is authorized to engage such expert opinion as he or she deems necessary to report upon unusual technical issues that arise subject to the approval of the Board of Supervisors.

The Sewage Inspection Officer and all authorized representatives shall carry proper credentials of their respective office for the purpose of inspecting any and all sewage systems and premises in the performance of duties under this article.
The Sewage Inspection Officer shall have access to the official records of applications received, permits and certificates issued, fees collected, reports of inspections and notices and orders issued. Such records shall be retained in the official records so long as the system to which they relate remains in existence unless otherwise provided by other regulations.
At least annually, the Sewage Inspection Officer shall submit to the Board of Supervisors a written statement of operations in the form and content as shall be described by the Board of Supervisors.
The Sewage Inspection Officer may also be a member of the Board of Supervisors and shall be an employee of Skippack Township, and his or her salary shall be set by resolution of the Board of Supervisors.
