All buildings located on streets, roads and highways in Skippack Township shall hereby be numbered in accordance with the numbers appearing upon a list approved by the Board of Supervisors, on July 11, 1979, as amended from time to time, and such numbers shall hereinafter be considered the official numbers for the respective buildings set forth therein.
A. 
The Board of Supervisors is hereby authorized to name all streets, roads and highways in Skippack Township and the names appearing on the aforementioned list, as amended from time to time, shall be considered the official names thereof. The word "street" as used herein shall be interpreted to include roads, highways and alleys. The Board of Supervisors may, at any time, change said numbers and names of said streets by resolution.
B. 
When and as any new buildings are hereinafter constructed fronting on any street in Skippack Township, the Township Engineer and/or Township Building Inspector shall, with the approval of the Board of Supervisors, assign numbers to such buildings respectively and such numbers shall be added to the aforementioned list and shall remain the official numbers thereof unless thereafter changed by resolution.
C. 
When and as new streets are laid out within Skippack Township, the Board of Supervisors shall assign names thereto and said names shall be added to the township map and the list referred to above.
On and after the passage and approval of this section, it shall be the duty of each and every builder, owner, trustee, lessee, agent and occupant of each and every house, building or other structure in Skippack Township to cause the same to be numbered in accordance with the provisions of this chapter and the system and plan hereby adopted and approved.
A. 
The numbers shall be placed in a conspicuous place on or over each front door or on the front transom bar, front transom glass or front show window or over or on either side of the entrance or on the mailbox or on the curb in front of the house, building or other structure, said number to be of paint, metal or enamel and at least three inches in height, the color of the numbers to be in contrast to the immediate background and shall be so placed as to be in full view at all times from the opposite side of the street.
B. 
It shall be unlawful to cover any house number with any sign, drapery or other obstruction tending to conceal such number, and all old numbers shall be removed from any house, building or other structure when a new number has been assigned and when so directed by the Township Engineer and/or Township Building Inspector.
C. 
The Township Engineer and/or Township Building Inspector is hereby authorized to require the numbering and renumbering of any house, building or other structure in accordance with this chapter.
Any person who violates or permits a violation of this chapter, upon being found liable therefor in a civil enforcement proceeding, shall pay a fine of not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the township in the enforcement of this chapter. No judgment shall be imposed until the date of the determination of the violation by the District Justice and/or Court. If the defendant neither pays nor timely appeals the judgment, the township may enforce the judgment pursuant to the applicable rules of civil procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
