A.
The purpose of this chapter is to establish controls and regulations applicable to emergency signals from alarm devices that require emergency response to the location reported by the transmitted signal.
B.
It is the purpose of this chapter and the policy of the Village to provide prompt, effective and safe response to the police and fire alarm signals; to assure the owner of the alarm that the home or business will be properly secured; to guard against ineffective use of public resources; and to provide for the general public safety.
As used in this chapter, the following terms shall have the meanings indicated:
FALSE ALARM
Any signal by a police/fire alarm to which the police, fire or other emergency personnel respond which is not the result of a criminal act, fire, heat, smoke, gas or other event requiring emergency response. An alarm test without notification to the Police Department or Fire Department shall be considered a false alarm.
POLICE/FIRE ALARM
Any installation of an alarm system (such as a smoke detector, heat detector, sprinkler head, pull station or flow alarm) designed to be activated by a criminal act, fire, heat, smoke or gas or other event requiring emergency response by a public safety agency which transmits a signal by telephone, radio or other means to the Village police or fire station or other receiving facility, such as a privately owned security or alarm company.
A.
No person shall own, maintain, or operate any police/fire alarm in the Village without first registering the alarm with the Village Fire Department. All audio alarm systems shall be equipped with an automatic shutoff feature which permits the alarm to sound for no more that 10 minutes, except those alarms in use prior to April 1, 1990. Registration is not required for smoke detectors which do not transmit a signal by telephone, radio or other means to the Village police and fire stations or other receiving facility, such as a privately owned security or alarm company.
B.
Registration of a new alarm system shall be completed by the owner/occupant of a residence or business within 10 working days of installation. Reregistration shall be completed by a new owner/occupant of a residence or business with an alarm system previously registered within 30 days of occupancy. The nature of the business or facility to be protected, the nature of the police/fire alarm, the type of occurrence to be detected and other information which the Village Administrator may determine to be reasonably necessary for the safe and effective response to alarm signals by emergency personnel shall be provided. Information contained in the registration form shall be for public safety use only and shall not be available to the general public. No fee shall be charged for the registration.
Any person who owns, maintains or operates a police/fire alarm in the Village which has not been properly registered shall, upon conviction thereof, be subject to a forfeiture as provided in Chapter 1, § 1-4.
