The Borough of Kenilworth shall be governed by an elected Council,
an elected Mayor and by such other officers and employees as may be
duly appointed pursuant to law.

Definitions.
For the purposes of this chapter, except as otherwise required by
the context, the following terms shall have the meanings indicated:
The Borough of Kenilworth, in the County of Union and State
of New Jersey.
An organizational unit or group of organizational units of
the Borough government, established or designated by or pursuant to
this chapter as a department, and any agency or instrumentality of
the Borough government not allocated or assigned within such an organizational
unit.

The administrative head of a department.
A calendar month, unless otherwise specifically provided.
Any act of local legislation heretofore or hereafter adopted,
so long as it remains in force and effect pursuant to law.
Any corporation, firm, partnership, association, organization
or other entity, as well as an individual.
A calendar year, unless otherwise specifically provided.

Word
usage. "He" and "she" and the masculine and feminine genders, where
utilized herein, shall be construed to mean and shall be applicable
to the other gender as well, as the case may be, and the neuter shall
be applicable to both.
