For the purposes of this article, the term "municipal officers and employees" shall include all elected and appointed officers of the Borough, all employees of the Borough, all members and employees of the Board of Health, the Planning Board and the Volunteer Fire Department and the Library Board and employees.
The governing body of the Borough of Kenilworth hereby finds and declares:
A. 
We recognize that it is essential that the conduct of municipal officers and employees shall hold the respect and confidence of the people. Municipal officers and employees must, therefore, avoid conduct which is in violation of their public trust.
B. 
We also recognize that qualified members of the community should not be deterred from seeking municipal office or employment by unwarranted limitations.
C. 
We adopt this article to provide municipal officers and employees with guidance and to maintain uniformly high standards.
The following rules shall govern the conduct of the municipal officers and employees:
A. 
No municipal officer or employee shall have an interest, financial or otherwise, direct or indirect, or engage in any business or transaction or professional activity which is in substantial conflict with the proper discharge of his duties in the public interest.
B. 
No municipal officer or employee shall use or attempt to use his official position to secure unwarranted privileges for himself or others.
C. 
No municipal officer or employee shall act in his official capacity in any manner wherein he has a direct or indirect personal financial interest that impairs his objectivity or independence of judgment.
D. 
No municipal officer or employee shall undertake any employment or service, whether compensated or not, which impairs his objectivity and independence of judgment in the exercise of his official duties.
E. 
No municipal officer or employee shall solicit or accept any gift, favor, service or other thing of value given or offered for the purpose of influencing him in the discharge of his official duties.
F. 
No municipal officer or employee shall solicit, receive or agree to receive, whether directly or indirectly, any compensation, reward, employment, gift or other thing of value for the performance of his public duties from any source other than the Borough of Kenilworth except with the written consent of the governing body of the Borough of Kenilworth.
G. 
Nothing herein shall be deemed to regulate campaign contributions and expenditures which are within the jurisdiction of the New Jersey Election Law Enforcement Commission.
