Pursuant to the authority vested in the Mayor and Council of the City of Lewes by the provisions of the Charter for The City of Lewes, there is hereby established a Parks and Recreation Commission which shall be so known. This Commission shall consist of 11 members appointed by the Mayor and approved by the City Council, and the Parks and Marina Administrator shall serve as an ex officio member of the Commission. The Mayor shall appoint and City Council shall confirm a chairperson for the Commission. The term of office shall be three years. Vacancies occurring otherwise than by expiration of term shall be filled by the Mayor and approved by the City Council for the unexpired term. All members of the Commission, except for the Parks and Marina Administrator, shall serve without compensation. The Mayor may appoint a designee of the Friends of the Canalfront Park organization as an ex officio member of the Commission, except that such person shall not have a vote.
Annually each year and not later than January 1, the Commission shall submit an annual budget report to the Mayor and City Council for review.
The Parks and Recreation Commission shall have the following powers and duties:
A. 
The Commission will engage in both short-range and long-range planning and report the plans to the Mayor and City Council no later than January 1 of each year.
B. 
The Commission will have a general responsibility for parks, playgrounds, beaches, recreational activities and the urban forest (including trees, shrubs, and plants), including:

Canalfront Park.
(3) 
George H.P. Smith Park.
(4) 
Great Marsh Park.
(5) 
Mary Vessels Park.
(6) 
Otis Smith Park.
(7) 
Stango Park/Stango Park Extended/Trailhead.
(8) 
Zwaanendael Park.
(9) 
The urban forest as articulated in Chapter 177.
(10) 
The restricted area of Lewes Beach as defined in Chapter 63, § 63-1.
C. 
The Commission will have supervisory authority over the maintenance of all areas that fall under its responsibility.
D. 
The Commission shall establish its own rules of procedure for accomplishments of its duties and functions and internal organization, including the formation of subcommittees if it so desires.
