A.Â
There is
hereby established the Department of Public Works, the head of which
shall be the Superintendent.

B.Â
A person
holding the office, position or employment as a full-time Superintendent
of the Public Works Department who has held the office, position or
employment continuously for five years or more shall obtain tenure
in and continue to hold said office, position or employment, notwithstanding
any stated fixed term, during good behavior and efficiency and shall
not be removed therefrom except for good cause, upon written charges
filed with the Municipal Clerk and after a public, fair and impartial
hearing.
There is hereby established within the Department
of Public Works the following divisions:
A.Â
Division of Streets; Parks and Public Building Maintenance.
Within the Department of Public Works there shall be a Superintendent.
There shall also be an Assistant Superintendent. Under the supervision
and direction of the Superintendent, or in his absence of the Assistant
Superintendent, the Department shall:
(1)Â
Maintain and repair all Borough streets, bridges,
culverts and drains.
(2)Â
Construct and reconstruct streets, roads, bridges,
culverts and drains; treat road surfaces and resurface roads and streets.
(3)Â
Maintain all Borough streets in a clean and safe condition,
free of obstructions and hazards, and remove snow and ice from such
streets as required.
(4)Â
Install, repair and maintain street traffic signs,
lines and markers in cooperation with the Chief of Police, except
as otherwise directed by the Borough Council.
(5)Â
Maintain Borough-owned buildings and properties and
provide custodial and janitorial services therefor.
(6)Â
Trim, plant, care for and preserve public parks, greens,
grounds and trees.
(7)Â
Maintain and repair playing fields and playgrounds
and recreation areas and facilities.
(8)Â
Maintain all public beaches in a clean and safe condition.
B.Â
Division of Sanitation and Recycling.
C.Â
Division of Water and Sewer. Within the Department
of Public Works there shall be a Sewer Operator. There shall also
be an Assistant Sewer Operator.
