A. 
Certain federal funds are potentially available to Monmouth County under Title I of the Housing and Community Development Act of 1974, commonly known as "Community Development Revenue Sharing."
B. 
It is necessary to establish a legal basis for the county and its people to benefit from this program, and an agreement has been proposed under which the Borough of Bradley Beach and the County of Monmouth, in cooperation with other municipalities, will establish an interlocal services program pursuant to N.J.S.A. 40:8A-1. It is in the best interest of the Borough to enter into such an agreement.
The agreement entitled "Agreement Between the County of Monmouth and certain municipalities located therein for the establishment of a cooperative means of conducting certain community development activities," incorporated and made a part of this article as if fully set forth herein, shall be executed by the Mayor and Municipal Clerk in accordance with the provisions of law.

The Borough of Bradley Beach deems it to be in the best interest of the residents of its Borough to enter into a cooperative agreement with the Township of Neptune for the purpose of forming the Bradley Beach — Neptune Shore Water Emergency Response Team in order to increase the capability of these two respective municipalities in its planning and preparation to respond to and/or to mitigate emergency/disasters as they may occur on or within the boundaries of the respective municipalities to this agreement as they exist along the shorelines of the Atlantic Ocean and those areas known as the Shark River Inlet and Shark River Bay, County of Monmouth, State of New Jersey.
A. 
An agreement establishing the duties, rights and responsibilities of the participants in this program is attached hereto; and the entry into this agreement is authorized by the Interlocal Services Act (N.J.S.A. 40:8A-1 et seq.).
B. 
The Mayor and Council is hereby authorized to execute the attached agreement with the municipality known as the Township of Neptune as indicated thereon.[1]
