The purpose of this article is to adopt regulations and requirements for collection and disposal of bulk items so as to protect the health safety and welfare and prescribe penalties for failure to comply with these regulations.
As used in this article, the following terms shall have the meanings indicated:
BULK ITEMS
Individual items weighting more than 25 pounds including furniture, major appliances, carpeting, but excluding doors, windows, plumbing fixtures or any other construction and demolition materials.
CONSTRUCTION AND DEMOLITION MATERIALS
Includes any materials generated from the construction, alteration, construction and/or demolition of any structure or parts thereof, including but not limited to brick, wood, siding materials, roofing materials, concrete or cinder blocks, sheetrock, plaster, plumbing fixtures, electrical fixtures and mechanical fixtures.
A. 
The Borough of Bradley Beach shall arrange for the collection of certain bulk items. Persons desiring collection of these bulk items shall place the items at curbside and place the appropriate number of fee stickers on each item to be collected. The fee for each sticker shall be set by resolution of the Council and must be purchased from the Borough Clerk.

B. 
The following schedule of the number of fee stickers required for each bulk item is based on four fee stickers for 25 pounds of weight. The weight of items used in this schedule are estimated weights formulated by the Department of Public Works. If any item not on this schedule is being placed for collection, the person placing the item should estimate the total weight to the item (in pounds) and divide that figure by 25 to arrive at the number of fee stickers required for that item. Any person unable to estimate the weight of an item may call the Department of Public Works for an estimate.

Note: Items weighing less than 25 pounds require four stickers, provided that items weighing less than 25 pounds may be combined and placed together in a bag as long as the bag does not weigh more than 25 pounds. Four stickers must then be placed on the outside of the bag.
C. 
In addition to curbside collection, the Department of Public Works operates a trash/recycling lot at 1107 Main Street for residents to dispose of trash, recycling, yard waste, etc.

D. 
All items containing any type of refrigerant must have the refrigerant removed and system flushed prior to being placed at curbside for pickup. Items placed at the curb containing a refrigerant or any other chemical will not be picked up and will be considered in violation of these regulations and subject to the penalties contained herein.
E. 
Schedule for bulk pickup. The schedule for bulk pickup shall be periodically reviewed by the Department of Public Works to evaluate efficiency and effectiveness of services. The DPW may make recommendations for changes to the frequency of bulk pickups based upon seasonality, staffing, and other variables. Published schedules for bulk pickup may be revised by majority vote of Council.

The provisions of this article shall be enforced by the Police Department and Code Enforcement Officer.
Any person(s) who is found in violation of the provisions of this article shall be subject to the penalties in Chapter 1, Article II, General Penalty.
