As used in this chapter, the following terms shall have the meanings indicated:
PARKING METER
Individual spaces designated and property signed so as to be paid spaces when payments are to be made at a common station.
PARKING ZONE
A certain designated or marked-off section of land or area within the boundaries of such designation or section where a vehicle may be temporarily parked and allowed to remain for such period of time as the pay station may indicate.
PERSON
Any individual, firm, partnership or corporation.

A. 
Description. A parking meter zone shall be established on the east side of Ocean Avenue from the southerly boundary of the Borough to Fletcher Lake and in the area between Ocean Avenue and the boardwalk, extending northward from the Cliff Avenue ramp to Fletcher Lake (heretofore designated as the North End Parking Plaza).
B. 
Power of Borough Council. The Borough Council shall cause parking meters to be installed in such numbers and in such places in the area and land described in Subsection A as may be necessary for the regulation and control of the parking of vehicles therein and shall cause parking meter spaces to be designated therein. The Borough Council shall fix the time limitations for legal parking in such zones and areas and the hours during the day or night when the parking meter shall be used and when the time limitation shall be effective in compliance with the provisions of this chapter, and shall indicate the time limitations by designating the same on the parking meter and by appropriate signs posted in proximity to the meter in that zone. The Borough Council may effectuate by resolution changes in any of the foregoing.
C. 
Description. A parallel parking meter zone shall be established on the south side of Bradley Boulevard from the easterly boundary of the Borough to Monmouth Avenue.

Upon the land and area designated for parking meter zones, the parking meters shall be installed adjacent to the individual parking places, or where one meter serves more than one parking place in close proximity thereto, and each parking meter shall be placed or set in such manner to show or display by a signal that the parking space adjacent to, or in close proximity to, such meter is or is not legally in use. Each parking meter shall indicate by a proper legend the legal parking time established by the Borough and when operated shall indicate on or by its dial, device or pointer the duration of the period of legal parking and, upon the expiration of the period, shall indicate illegal or overparking.

Parking spaces in the designated parking zones controlled by pay stations shall be marked by lines in the street, on the pavement or on the curb to indicate or set off the space within which a vehicle may be parked. It shall be unlawful to place or park a vehicle across or beyond any such parking line or beyond such parking mark.

A. 
Depositing funds required. When a vehicle is parked in any space designated as a parking space in accordance with the provisions of this section, the operator of such vehicle shall, upon placing such vehicle in such parking space, immediately deposit funds which are lawful in the United States of America, as designated on the pay station, and in accordance with the time designated thereon. Failure to deposit funds shall constitute a breach of this section. Upon deposit of such funds and placing in the pay station for the parking space, the parking space may be lawfully occupied by such vehicle during the period of parking time which has been prescribed for the parking space location. If such vehicle shall remain parked in any such parking space beyond the parking time fixed for such parking space, the pay station will indicate such illegal parking, and such vehicle shall be construed as parked overtime and beyond the period of legal parking time. The parking of vehicles overtime or beyond the period of legal parking time in any such parking space shall be in violation of this section and the owner of the illegally parked vehicle shall be penalized as set forth in this chapter.
B. 
Payment of rate for time limit parking. Upon placing a parking spot in operation, the space may be lawfully occupied by the vehicle for the period of one hour (60 consecutive minutes) for rates set by annual resolution of the governing body deposited there into the pay station; if any vehicle remains parked in the parking space beyond the parking time limit as fixed by the funds deposited in the pay station, the pay station will indicate illegal parking, and the vehicle shall be considered parked overtime, beyond the period of legal parking time, and in violation of this section.

C. 
Substitute coins prohibited. It shall be unlawful and a violation of the provisions of this chapter to deposit or cause to be deposited in a pay station any slug, device or metallic substance or any other substitute for legal coin of the United States of America.

Pay stations as herein provided shall be in operation from 8:00 a.m. to7:00 p.m. from the Saturday of the weekend before Memorial Day weekend to the Sunday after Labor Day weekend.

It shall be unlawful and a violation of the provisions of this chapter for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any pay station installed under the provisions of this chapter.
A. 
Nothing contained herein shall be construed to permit parking of vehicles in those spaces or areas in which by any other ordinance the parking of vehicles is prohibited. This chapter shall be deemed to be in addition and supplementary to and not in conflict with nor a repeal of prior or existing Borough ordinances for the regulation and control of vehicular traffic and parking on the streets, highways and roads in the Borough but shall be an additional provision for the regulation of traffic and parking in those zones and areas provided for herein.
B. 
No parking meters shall be installed in areas or places where parking is prohibited as set forth in N.J.S.A. 39:4-138.
The Borough Council by resolution shall designate such collectors and methods as are necessary to properly collect all coins deposited in meter boxes. All monies so collected shall be turned over to the Borough Chief Financial Officer for deposit in the proper Borough account.

It shall be the duty of officers and members of the Police Department and such other enforcement personnel as may be designated by the Mayor and Council to enforce the provisions of this chapter.

Any person who violates the parking provisions of this chapter shall pay as a penalty for and in full satisfaction of such violation a sum of $31.
