There is hereby created within the Department of Public Affairs and under the direction of the Commissioner assigned as the Director of Public Affairs a Department of Housing which shall supervise, control and administer all housing matters within the Town of West New York.
The Mayor shall appoint a Chairman of the Department of Housing who shall serve as chief administrative officer of the Department but subject to review and approval by the Director of the Department of Public Affairs as to administration and the Mayor and Board of Commissioners as to policy.
The Chairman of the Department of Housing is an executive appointment, and the person appointed shall serve for a term at the discretion of the Mayor.
The Department of Housing shall consist of the following subofficers, each of which shall be a separate division of the Department. Each division administrator shall report directly to the Chairman of the Department of Housing:
A. 
Rent Control Administration.
B. 
Construction Code Enforcement.
C. 
Fire Safety Code Enforcement.
D. 
Bureau of Housing Assistance.
E. 
Bureau of Housing, Planning and Development.
The Chairman of the Department of Housing shall be notified by each of the following departments of all housing matters and shall be permitted to appeal, participate and make recommendations on behalf of the Town of West New York concerning the housing impact of any pending application or matter before the following Boards:
A. 
Tax appeals.
B. 
Planning Board matters.
C. 
Zoning Board matters.
D. 
Parking Authority matters.
E. 
Housing Authority.
F. 
Rent Control Board.
The Chairman of the Department of Housing shall be responsible to meet with and assist, where required, any consultant employed by the town to obtain federal, state and county housing assistance, development and improvement funds.
The Chairman of the Department of Housing shall be responsible for administering and implementing precensus and census counts for the Town of West New York.
