The Mayor shall perform the duties imposed upon
him and exercise the authority vested in him by the Charter.[1]
The City Attorney shall be the legal advisor
of and attorney and counsel for the City and for all officers and
departments thereof in matters relating to their official duties.
He shall prosecute and defend all suits for and in behalf of the City
and shall prepare all contracts, bonds and other instruments in writing
and endorse his approval on any such instruments submitted to the
City in which the City is concerned. The Council or any member thereof
and any department or head of any department may request the opinion
of the City Attorney upon any question of law involving their respective
powers and duties. Requests for legal opinions should be directed
through the Mayor.
A.
The Mayor or Administrator, immediately upon receipt
of the report of any injury to an employee, shall notify the City
Attorney in writing of such injury, stating therein the name of the
employee, the name of his foreman, the date of the injury, the nature
of the injury, the time and place of the injury, whether medical aid
has been furnished by the City and the name of the doctor attending
the employee.
B.
The Mayor or Administrator shall also, within 24 hours
after such notice, prepare, execute and mail to the Bureau of Workmen's
Compensation the form known as "Employer's First Report of Injury."
C.
A full monthly accident report, containing the above
information, shall be submitted by the Mayor or Administrator at the
next regular meeting of the City Council.
