No person shall open, interfere with or draw
water from any fire hydrant in the City without a written permit from
the Administrator therefor, except that hydrants may be opened by
or on the order of any member of a Fire Department within the City
in case of fire for the purpose of attaching thereto fire hose and
equipment.
