No street, highway or road will be accepted for dedication as an improved road or street by the Town Board or Town Superintendent of Highways unless constructed to the following specifications and to the satisfaction of the Town Superintendent of Highways. These specifications shall apply only to those areas that cannot, by virtue of being a preexisting private road or some other special condition deemed by the Highway Superintendent, be subject to town road construction specifications found in Chapter 178, Subdivision of Land.
A.
No road right-of-way shall be less than 60 feet in
width.

B.
No road pavement or metal shall be less than 28 feet
in width.
C.
Foundation course shall be laid to a compacted thickness
of not less than eight inches.
D.
Bottom course shall be laid to a compacted total thickness
of three inches.
E.
Top course shall be a three-inch asphalt concrete,
Type IA.
F.
Gutters or curbs shall be installed. Curbs shall be
installed when road pavement exceeds 28 feet.
G.
Sidewalks and planting strips between lot line and
pavement shall be provided on either side of the street.
H.
Subgrade shall be properly prepared to the satisfaction
of the Town Superintendent of Highways.
I.
Culverts used for underdrains or road crossings shall
not be less than 12 inches in diameter or larger if recommended by
the Town Superintendent of Highways and/or designated Town Engineer.
J.
Catch basins shall be installed every 400 feet or
as designated by the Town Superintendent of Highways.
K.
Ditches for drainage are prohibited.
L.
Dead-end streets are prohibited except for culs-de-sac
shown on the recorded plat.
M.
No concrete shall be laid on frozen ground.
N.
Underground drain tile for gutters and curbs must
be installed.
O.
No road material shall be laid or placed when the
air temperature in the shade is below 50° F., except with written
permission from the Town Superintendent of Highways.
P.
At all intersecting public highways, a smooth riding
and satisfactory junction shall be produced by grading back to a sufficient
distance with acceptable material, at no expense to the town.
Q.
All roads constructed between November 15 and April
15 will not be accepted for dedication by the Town Board until 12
months after completion and they are recommended to the Town Board
for dedication by the Town Superintendent of Highways.
R.
Embankments shall be constructed to the satisfaction
of the Town Superintendent of Highways. Embankments at intersecting
roads are prohibited.
Sixty-foot right-of-way of road shall be cleared
of all brush, weeds, fence, stumps and other obstructions within the
limits of the right-of-way.
No pavement material shall be laid until necessary
drainage has been provided and the subgrade properly prepared as specified
below.
A.
The subgrade shall be properly prepared after proper
drainage has been provided. All boulders, muck, quicksand, soft clay,
spongy material, topsoil and any other objectionable material shall
be removed as directed by the Town Engineer and Town Superintendent
of Highways. All spaces from which objectionable materials have been
removed shall be refilled with acceptable materials, such as stone
or slag, as directed. After all drains have been satisfactorily completed
and the subgrade has been properly shaped, it shall be thoroughly
rolled and compacted with an approved self-propelled roller weighing
not less than 10 tons. Care should be taken not to roll clay foundations
enough to develop a plastic condition. All hollows and depressions
which develop shall be filled with acceptable materials and subgrade
shall again be rolled. This process of filling and rolling shall be
repeated until no depressions develop. In places where the character
of the material makes the use of such a roller impracticable, a lighter
eight-ton roller may be permitted. The subgrade shall not be muddy
or otherwise unsatisfactory when the pavement is placed upon it. All
necessary drainage to effectively drain the roadway must be completed
before the placing of any pavement will be permitted thereon.
B.
The foundation course shall not be laid in excess
of 500 linear feet without being rolled and thoroughly filled so as
to render it waterproof and thereby prevent the softening of the subgrade.
Should the subgrade material become churned up into or mixed with
the foundation course, through any reason whatsoever, this mixture
of subgrade material shall be removed and the foundation course shall
be replaced to the satisfaction of the Town Highway Superintendent.
C.
The materials may be slag or stone. Broken stone shall
be Types A, B or C, New York Public Works Specifications M-4 for course
aggregates. Broken slag or broken stone shall be of sizes No. 3, 4
or 5 or a uniform mixture of any of the above sizes. Crusher-run slag
may be used if approved by the Highway Superintendent.
D.
The course shall be spread, vibrated and rolled. However,
the operation of filling will be required in two separate layers.
E.
After the foundation course of stone has been spread
evenly so that it will have the required thickness, after compaction,
it shall be compacted over the entire surface by a mechanical vibrating
tamper approved by the Engineer. Vibration shall continue until the
course is keyed sufficiently to permit rolling with an approved roller
without displacement of the course. The entire area of the foundation
course shall be then thoroughly rolled with an approved roller weighing
not less than 10 tons. Rolling shall begin at the sides and continue
toward the center and shall continue until there is no movement of
the course ahead of the roller. After the course is thoroughly compacted,
stone screenings or sand, or a mixture of these two, in an amount
approximately equal to 50% of that required to fill the voids, shall
be uniformly spread upon the surface either by hand labor or by an
approved mechanical device. The screenings or sand shall then be vibrated
into the voids of the foundation course by a single pass of the vibrator
over the entire area. This shall be followed by a second application
of stone screenings, spread as specified above in an amount sufficient
to fill the remaining voids in the foundation course. These screenings
or sand shall then be vibrated into the voids by a single pass of
the vibrator over the entire area. No further mechanical vibration
shall be applied. Any area not completely filled by the above operations
shall be filled by hand spreading and brooming. Care shall be exercised
to see that the voids in the foundation course are completely filled,
but the quantity of stone screening or sand used and the operation
of filling shall not be such as to cause floating of the coarse aggregate.
F.
The entire area shall then be rolled until free of
visible voids, ruts, loose foundation course material and surplus
filler.
G.
After rolling, the foundation course shall be true
to line and grade.
A.
The bottom course shall not be laid until the foundation
course has been properly laid and inspected and approved by the Town
Superintendent of Highways.
B.
The material shall be crushed slag, No. 3, rolled
with a roller weighing not less than 10 tons, after which bituminous
material (64P) heated to a temperature between 275° F. and 350°
F. shall be evenly spread over the surface by the use of an approved
pressure distributor, operating under a pressure of at least 50 pounds
per square inch. The quality of bituminous material shall be not less
than one and one-half (11/2) gallons per square yard of surface. The
surface shall then be immediately filled with clean No. 1 broken slag,
after which it shall be compacted with a self-propelled roller weighing
approximately 10 tons. The entire surface shall then be rolled again.
A.
Top course shall be a course of binder, Type 1A, with
a compacted total thickness of two inches followed with one inch of
fine asphalt topping.
B.
An eight- to ten-ton roller shall be used to compact
the asphalt concrete. The pavement shall conform to the grade and
cross section shown on plans that have been approved by the Town Highway
Superintendent and/or designated Town Engineer.
Material of culverts shall be of corrugated
iron or cast iron of sufficient strength to prevent breaking under
the weight of the heaviest loads the road will carry.
At all intersecting public highways a smooth
riding and satisfactory junction shall be provided and produced by
grading back to a sufficient distance with acceptable material, or
as directed by the Town Superintendent of Highways, at no expense
to the Town of Evans. Intersections of more than 75° are prohibited.
Curb should be cut back at turns 30 feet from the center line of pavement.
A.
A cul-de-sac shall provide a minimum street right-of-way
of 60 feet.
B.
Minimum transition in pavement shall be 100 feet in
radius.
C.
Minimum interior pavement radius shall be 50 feet.
D.
Minimum pavement width shall be 28 feet.
E.
A radius interior island of 15 feet shall be paved
or landscaped.
All public utility lines, such as gas, sewers,
water and drain lines, shall be installed underground before commencing
construction of the road or highway.
A.
Embankment shall be filled with only approved material.
Material shall be free from frost, stumps, trees, roots, sod or muck.
Material shall not be placed on frozen ground.
B.
Embankments shall be compacted with an approved caterpillar,
light tamping roller, an approved pneumatic roller or mechanical device.
C.
Stones in earth fill shall be well distributed. No
stones over four inches in diameter shall be left within 12 inches
of the finished subgrade. All objectionable material shall be removed
from the surface.

Backfill, when required, on front of pavement
side or curb, shall be filled with unshrinkable fill, a controlled-density
backfill that is self-compacting to reach 95% to 100% of relative
optimum density. No earth fill will be allowed.
A.
All concrete placed in cold weather must have both
mixing water and aggregates heated. The concrete mix, when deposited,
shall have a temperature of at least 70° F., with a maximum temperature
of 110° F.
B.
All concrete placed in cold weather shall be fully
protected from the elements by being covered with suitable material
for at least 10 days.
A.
Sidewalks must be cement concrete and constructed
according to FHA specifications (Date Sheet SN-101).
B.
Minimum width of any sidewalk shall be four feet.
C.
Minimum thickness of any sidewalk shall be four inches.
D.
Minimum grade of sidewalk shall be not less than two
inches above gutter grade.
A.
Minimum width of a planting strip shall be five feet,
measured from edge of gutter or curb to edge of sidewalk.
B.
Minimum width of a planting strip from front lot line
to sidewalk shall be one foot.
C.
A planting strip between sidewalk and gutter or curb
shall be rolled with a roller weighing not less than three tons.
D.
All planting strips between the front lot line and
edge of gutters or curbs shall be sloped, shaped, formed and trimmed
to lines and grades and seeded with grass seed.
Street name signs shall be provided. Erection,
location and material shall be approved by the Town Superintendent
of Highways before installation.
Whenever reference is made to the furnishing
of materials and specifications, the latest edition shall be used.
All materials shall be secured from approved
sources and meet New York State specifications.
All construction shall be completed in accordance
with the specific conditions of the commitment and the accepted drawings
and specifications and in a manner acceptable to the local authorities
having jurisdiction. When changes from the accepted drawings and specifications
become necessary during construction, written acceptance by the civil
authorities having jurisdiction shall be secured before the execution
of such changes.
